USE OF SCHOOL FACILITIES

 

 

The East Feliciana Parish School Board is pleased to make school facilities available for functions as needed by the public; however, it is imperative that users understand that school facilities are intended for school purposes first.  Nothing shall take precedence over services for which school facilities are intended, and the facility must be left in such condition that it will be ready for normal use the following morning when students return.

 

School personnel familiar with operation and maintenance of all equipment and facilities must be present whenever facilities are in use for the protection of facilities and users.  The School Board shall make its facilities available as a public service, but shall not offer the services of its personnel, as the School Board must pay for their overtime just like other employers are required to do.

 

The usage of school facilities by individuals or groups shall be based on a properly documented application and governed by a signed lease agreement between the individual or group and the School Board.  The lease agreement for long and short-term use of facilities shall contain, but not be limited to, the following:

 

  1. A "hold harmless" statement having the effect of holding the School Board free from any liability that may arise while the facilities are in use.

  2. A statement that the individual or group lessee shall assume all responsibility for damages and/or maintenance expenses invested in the building, directly or indirectly resulting from lessee's use.

  3. That the individual or group lessee shall provide proof of liability insurance of a minimum of $100,000.

  4. No school facilities shall be used for hazardous activities as determined by the Superintendent.

 

It is the policy of the School Board to take action at a regular or special meeting of the School Board to approve or disapprove use of school facilities that have been requested by organizations or individuals for long-term lease agreements.  Further it shall be the policy of the School Board that the fee structure established by the School Board may be waived entirely by majority vote of the School Board in the event that there are valid extenuating circumstances such as the requesting non-profit organization being one that renders meritorious service to youth, the school system, or the community, and that the relative value of services rendered to the School Board is comparable in value to the fees being waived.  The School Board may require documentation of an organization’s non-profit status before waiving fees.

 

The School Board reserves the right to refuse any request to use facilities which:

 

  1. Concerns any activities prohibited by state and/or School Board policies;

  2. Is made by any persons or organizations which have failed to follow procedures developed by the Superintendent or his or her designee; or

  3. Is considered in any way contrary to the best interests of the school system.

 

No organization which discriminates against participants on the basis of race, creed, sex, religion, disability, or national origin, may make use of any facility owned by the School Board.

 

LONG-TERM LEASES

 

  1. Long-term leases shall be subject to the Louisiana public leasing law.

  2. Long-term leases are generally a long-term arrangement for exclusive use of School Board property.

  3. Property shall be declared surplus and not in use by the School Board.

  4. If rented, there shall be no conflict with the School Board’s best interest or policy, and the property must be let pursuant to a public bid process.

 

    1. The leasing entity should submit an application that includes a $75 deposit for the School Board’s advertising cost.

    2. The School Board shall make public advertisements and open bids as required by law.

    3. A fair rental shall be charged for the long-term use of the facility.

 

SHORT-TERM USE OF FACILITIES

 

The School Board may contract for non-exclusive use of any property it owns.

 

  1. Short term arrangements shall not be for exclusive use of property by any one person or group; therefore the arrangement shall not be subject to the public leasing law.

  2. The School Board shall charge a fee for the fair value of the rental or demonstrate the value of something received in return if no cash is charged.

  3. Such short-term use of facilities will be executed by the Superintendent without prior approval of the full School Board.  These short-term use of facilities arrangements are administrative in nature, but shall be governed by the same fee schedule as outlined below.

 

FEE SCHEDULE

 

Fees shall be charged as follows for the use of facilities:

 

  1. $150.00 Per Hour Operation Charge:

    Gymnasium and/or Cafeterias at Clinton High, Clinton Middle, Jackson School Complex and Early Childhood Learning Center

 

  1. $80.00 Per Hour Operational Charge:

    Cafeterias at Clinton Elementary, Clinton Middle, Slaughter Elementary, Central Office Board Room and/or Conference Room

 

  1. $25.00 Per Hour Operational Charge:

    Use of One (1) Classroom where that classroom has a window and/or package hvac unit

 

  1. $100.00 Per Hour Operational Charge:

    Use of a Classroom or Classrooms in facilities where this classroom(s) is heated or cooled in a zone (i.e. Clinton High, Jackson School Complex, Early Childhood Learning Center)

 

  1. $150.00 Per Hour Operational Charge:

    Use of auditorium and/or conference room at the Early Childhood Learning Center

 

  1. A Two Hundred Fifty and No/100 Dollars ($250.00) Deposit shall be paid via money order for all short-term use of facilities along with submission of a completed use of facilities form.

 

These charges are to defray the cost of operating the air conditioning and heating units at these facilities.
