A.          Board President Richard Terrell public announcement:

             “PUBLIC NOTICE Ad Valorem Tax Levy - Notice is hereby given pursuant to Article 7, Section 23© of the Louisiana Constitution and La. R.S. 47:1705(B) that on Tuesday, August 1, 2017 at 4:30 P.M. the East Feliciana Parish School Board will hold a Public Hearing at the East Feliciana Parish School Board Central Office, located at 12732 Silliman Street, Town of Clinton, Louisiana, to consider levying additional or increased millage rates without further voter approval, or adopting the adjusted millage rates after reassessment and rolling forward to rates not to exceed the prior year’s maximum.  The estimated amount of tax revenues to be collected in the next year from the increased millage is $3,539,759.52, and the amount of increase in taxes attributable to the millage increase is $168,559.98.  Thereafter to hold a 5:00 P.M. Regular Board Meeting at the East Feliciana Parish School Board Central Office, located at 12732 Silliman Street, Town of Clinton, Louisiana, to a adopt resolution which will levy the 2017 ad valorem property tax.  If any person has questions concerning this matter, contact Carlos J.                           There were present: School Board Members Michael Ray Bradford, Rufus Nesbitt, Joyce A. Kent, Richard Terrell, Mitchell Harrell, Paul Kent, Timothy Corcoran, Melvin L. Hollins and Elizabeth Dawson. Board Members absent: Derald Spears, Sr., Rhonda Matthews and Edward Brooks, Jr.  Other Attendees: Carlos J. Sam, Superintendent of Schools, Irma Lee Bendily, Confidential Assistant to the Superintendent and Samuel D’Aquilla, 20th JDC District Attorney. Tommy LeJeune, C.P.A., Partner with Faulk & Winkler, LLC joined the meeting at 5:20:02 P.M.

 

                          Board President Richard Terrell turned the floor over to Vice-President Harrell to open the meeting with prayer.  Board President Terrell turned the floor over to Megan Phillips, Principal, Jackson Elementary, Staffers and Students who lead reciting the Pledge of Allegiance to the Flag in unison and reciting of the Jackson Elementary School Pledge.

 

                          The Parish School Board of the Parish of East Feliciana, State of Louisiana, was duly convened as the governing authority of said Parish for school purposes by Board President Terrell announced the purposes of said meeting in accordance with the aforesaid written notice thereof.  Board President Terrell stated the Board was ready for transaction of business and asked that all electronic devices be turned off, due to interruption of recording devices.  So at this time, kindly turn off your electronic equipment and I thank you.

 

Item 2.  Board President Terrell called for an attendance roll call, as follows:

Present:             Dawson, Hollins, Corcoran, P. Kent, Harrell, Terrell, J. Kent, Nesbitt and Bradford

                                                                 Absent: Spears, Matthews and Brooks

 

                          Board President Terrell noted we have a quorum of 9, with 3 absent.

 

Item 3.  Board President Terrell proceeded with the agenda and  called for a motion to approve the above agenda.

            

                          Motion by Mr. Bradford, seconded by Mrs. J. Kent to approve the above agenda.

 

                          Board President Terrell then asked for any public comment before a vote is taken on this motion.  Receiving none, Board President Terrell then proceeded with the vote.  All yeas.  The motion carried.  Absent: Spears, Matthews and Brooks.

 

Item 4.  Motion by Mr. Bradford, seconded by Mrs. J. Kent, to approve the minutes of April 4, 2017, regular meeting, as published in the official journal.

 

                          Board President Terrell then asked for any public comment before a vote is taken on this motion.  Receiving none, Board President Terrell then proceeded with the vote.  All yeas.  The motion carried.  Absent: Spears, Matthews and Brooks.

 

Item 5.A.            Board President Terrell proceeded with the Agenda Item 5.A. Special Recognitions.

 

                          Carlos J. Sam, Superintendent related to Mr. President and Members of the Board, I am going to ask Mrs. DeShonda Coleman to share with us Items 5.A. and 5.B.

 

                          DeShonda Coleman, Supervisor presented to Board Members, Superintendent Sam and Audience Guests at this time I would like to present to you our May, 2017, Employee of the Month, being Ms. Sharon Eames.  Supervisor Coleman presented, on behalf of Taylor & Sons Insurance;  Ms. Sharon Eames  with a plaque and related items.

 

                          Board President Terrell related congratulations Ms. Eames.

 

Item 5.B.            DeShonda Coleman, Supervisor related to Board Members, Superintendent Sam and Audience that recognition of the Volunteer of the Month for May 2017, Ms. Yvonne Allen, who is a Village of Wilson Board of Aldermen and an Advocate for Child Safety.  Supervisor Coleman presented, on behalf of Taylor & Sons Insurance;  Ms. Yvonne Allen  with a plaque and related items.

 

                          Board President Terrell related congratulations to Ms. Yvonne Allen.

 

Item 5.C.           Megan Phillips, Principal, Jackson Elementary related good evening to President Terrell and Members of the Board, Mr. Sam and all of our Employees and Guests that are here today.  I know that all of our Schools have been working very had and focusing on Academics as we finish up on State Testing.  So for our School Spotlight today what we wanted to do was to Spotlight two (2) different Programs we have at Jackson Elementary that is focused on building Kids Citizenship and Kids Character in addition to their Academic Skills.  As a part of the United Way Grant Program we have had After School Programs now for most of this School Year, we have had great participation and one of the things it has allowed us to do is to have both Academic Tutoring, but also Enrichment Activities that help the Children become better Citizens and you are going to learn about two (2) of the Enrichment Activities that are part of this Program.  So our fist Activity we are going to Spotlight is Girls on the Run, which is Program we have had now for two (2) years, we have a Fall Season and a Spring Season and every single Season we have gotten more Kids, so it has just become more and more popular as time has gone on.  Our Lead Coach this Year is Ms. Abadie, Ms. Kim Abadie, who is one of our Special Education Teachers.  She is going to introduce you to Girls on the Run and the Girls are going to tell you a little bit about the Program and even just show you some of the fun things that do during Girls on the Run.

 

                          Ms. Kim Abadie related she is one of the Coaches for Girls on the Run and the Girls have been working really hard as we have been learning different, well they have been Training for a 5K, but also have been working together as a Team and have been learning different positives by doing different kinds of activities, like being Healthy and like being responsible and respectful to each other and to themselves.  So a few of the Girls are going to share about their experiences.  Jackson Elementary School Student participants in Girls on the Run gave their individual oral presentations and concluded with their Shout Out Cheer.

 

                          Principal Phillips related every single one of these Girls finished the 5K on Saturday, every single one of these Girls, rather they ran the whole way, walked part of the way, they got all the way through and we tell the Kids at School if you have been to the Jackson Complex, the Loop outside the School, it is 32 times around that Loop to get to 5K and that is how they practiced beforehand so it is a huge accomplishment.  Our Second Group we want to Highlight is our Cub Scouts Pack, which is brand new this Year, we have never had a School-based Cub Scout Program before and Ms. Turner-Kelly who is another one of our Special Education Teachers is the Den or our Pack Leader, so we are going to have the Gentlemen come on up and we want them to tell what Den they are in, right Ms. Turner-Kelly?  Okay, I am going to let each of the Boys introduce themselves, we have a big multi-age range Cub Scout Group, and say what Book you are in and what Den you are in.

 

                          Ms. Turner-Kelly, Pack Leader and her Cub Scouts then individually introduced themselves.

 

                          Principal Phillips related they are going to demonstrate some Cub Scout or some of the things they have learned since acquiring Cub Scouts.  I think we are going to start out with Kadarius is going to lead their Pledge.  The Jackson Elementary School Cub Scouts then recited in unison their Cub Scout Pledge.

 

                          Ms. Turner-Kelly, Pack Leader called for their Cub Scout Sign and Hand Shake.

 

                          Principal Phillips continued and then we have a few Students that are going to speak about what they have learned during Cub Scouts.

 

                          Ms. Turner-Kelly, Pack Leader then had Student tell what we did on April 19th, out at Avondale Boy Scouts Camp on Highway 10 and Saturday while Fishing and playing Games.

 

                          Principal Phillips called for a round of applause.  On behalf of Ms. Turner-Kelly and on behalf of Ms. Abadie, I just wanted to recognize all of the Parents that are here because Ms. Turner-Kelly says you know a lot of times Parent Involvement is one of the things that we are really working on in this School and our Parents that Cub Scout Parents and Girls on the Run Parents have been awesome.  They have gone above and beyond, they have helped the Kids out, they have attended all of these Events on the Weekends and they have been wonderful.  So if you are one of the Parents with Girls on the Run or Cub Scouts could you stand please.  Quickly, don’t be shy, Parents, Grandparents.  Applause.  Thank you very much and I just wanted to thank Mrs. Coleman for working with us on the After School Program, we can’t wait to get even more Kids involved next year.  Thank you.

 

                          Ms. Turner-Kelly, Pack Leader called for another round of applause.

 

                          Board President Terrell related we would just like to Thank Mrs. Phillips and Jackson Elementary for those Highlights this evening.

 

Item 5.D.           DeShonda Coleman, Supervisor related so on Friday, May 5th, the LSU Hosted the Louisiana High School Athletic Association Class 1A, 2A Track and Field State Meet and I would like to recognize our Student Athletes who not only participated, but they placed at the State Level.  So at this time, I would like to recognize Daraneshia Dunn, who placed 5th in the High Jump, Travarious Wilson who placed 3rd in the Shot Putt, Richard Davis, who placed 5th in the 400 Meter Dash.  She noted the next Group is a Team, not only did these Boys place, they participated in the 4x100 Meter Relay and the 4x200 Meter Relay, they also came in 1st in both Events: McArthur Brown, Kirkland Hills, Javante Perry and this last young man: Trey Carter  who is a Senior this Year, he participated in the 100 Meter Dash, the 200 Meter Dash and he was a part of the Relay Team for 4x100 and 4x200 and he placed 1st in all four (4) Events.  I will also say it is such a great Honor, not just to be an Athlete, but to be a Student Athlete.  This Team, this Relay Team averaged over a 3.0 GPA and all of those Student Athletes averaged a 2.89 Cumulative GPA.

 

                          Tommy LeJeune, C.P.A., Partner with Faulk & Winkler, LLC joined the meeting at this time.

                         

                          Supervisor Coleman continued I would also like to recognize the Leader of the Boys Track Team, Coach Alonzo Jones.  She noted the Class 2A Boys Track Team out of 35 High Teams, they placed 3rd overall.  She then recognized Coach Sims is here also and I know that I have been at a couple of Track Meets and she has been there along the way helping them as well, so we would like to recognize you and thank you for being there.  Congratulations!

 

                          Board Member Dawson asked what about Mrs. Jones?

 

                          Supervisor Coleman related Mrs. Lois Jones, I am sorry.  One other Coach Mrs. Lois Jones, also!

 

                          Board Member Dawson questioned Coach Alonzo Jones as to whether some of them are going Nationals?

 

                          Alonzo Jones, EFHS Track Team Coach related they are getting ready for the Nationals Track Meet at the end of July in Detroit.  He noted another thing that I want to tell you about the Team and East Feliciana High School as a whole, you know we have some of the best Athletes in the Country and what we are doing now is we are not so much pushing Championships, but we are pushing Scholarships.  Trey Carter, when I first started trying to get him out there to get a Scholarship, nobody really wanted to talk.  But we kept on working, we kept on pushing and now I don’t have to sell Trey Carter, since the last Track Meet I have had seven (7) Coaches to call me trying to sell their Programs.  That is what our Goal is at East Feliciana High School, not just Track and Field, Football, all the Sports, it is to advance our Kids.  We thank the School Board for helping us and supporting us, but we need you to continue to support us, because there are a lot things that we need, not things that we want, there are things that we need to make the Kids better and to make them better Young Men.  Because Coaching is what I love, but what my Responsibility is to help these Kids to advance.  We went into the State Meet and the State Record was 41.98, we went 42 flat with that exchange.  In going to the Rankings at athletic.net, you will see that in all Classes, in all Classes we Rank #2, 5A, 4A, 3A, in both Relays.  We have something special going on at that side of Town, East Feliciana High School and we need everybody in the Community, not just buy into the Athletic Program, but to buy into the Educational Program also.  And when I send you Parents a Letter, just don’t show up when your Kids are here, because they are on the Girls on the Run or something, be involved in your Childrens Lives.  Be involved in what is going on in the Classrooms.  Don’t fuss and complain about what you are doing when it is not to your advantage, come and support us.  If you know a better way, come out and show us a better way, because everybody in this Board and everybody in those Classrooms, they have one Goal and that is for your Child to Advance.  I thank you for your time.

 

                          Board President Terrell related thank you Coach Jones and Congratulations to you and these East Feliciana High School Athletes and other Coaches as well.  He then called a 5 minute Recess and going to ask the Board to step into the Lobby Area?

Item 6.A.            Board President Terrell related okay, at this time we are going to move to Item 6. Communication Reports, 6.A. Sales Tax Collection Report.

 

                          Carlos J. Sam, Superintendent related we are going to ask Mr. LeJeune to give us a brief report.

 

                          Tommy LeJeune, C.P.A., Partner with Faulk & Winkler, LLC related to Board Members present that in you packet is your Sales Tax Report through the first Quarter of the Fiscal Year, for the Month of April you collected right at or just over $330,000.00 in Sales Tax, Total Collections was $826,000.00, with the School Boards share was $330,000.00 and that is p about $299,000.00 for the same Month last Year, so about a 10% Increase for the Month of April.  Collectively for the Year we are still tracking ahead of where we were last Year from a Collections standpoint and certainly seem to be above Budget.  So it looks pretty good Fiscal Year from a Sales Tax prospective.

 

                          Board Member Bradford questioned Tommy, on that Delinquent that $40,000.00, is that for one (1) Vendor or several?

 

                          C.P.A. LeJeune related it is generally several, I don’t know...

 

                          Susan Smith, Sales Tax Coordinator related correct.

 

                          C.P.A. LeJeune continued and yeah that is a good point, because if you look at your Collections being up that $40,000.00, you only get a small share of that you know 40%...

 

                          Board Member Bradford related yes.

 

                          C.P.A. LeJeune continued so I mean it is pretty healthy that your growth is not primarily coming from one time Delinquent Collections.  So yes, it is a host of vendors, but at that size it not overwhelming in terms of or it would be one thing if that was $400,000.00 and you were collection $800,000.00.

 

                          Board Member Bradford related yes.  Also on the negotiations with that one (1) Vendor that we negotiated with and came to a Settlement, how much of that is till out?  What percentage?

 

                          Carlos J. Sam, Superintendent related half of it, you know we collected ...

 

                          Susan Smith, Sales Tax Coordinator related we collected the $125,000.00, which was the Initial Payment and the next one is due in June and they are going to or there are four (4) payments that are left and they are around the $32,000.00 or $33,000.00 range, the first one being due in June.  We should have collected all of it by December of this year.

 

                          Board Member Bradford questioned by December?

 

                          Susan Smith, Sales Tax Coordinator related by December of this year, it all should be Paid.

 

                          Board Member Bradford questioned so as far as the Percentage, how much do you think we will be out, Tommy?

 

                          Susan Smith, Sales Tax Collector related it is probably about half of it....

 

                          Carlos J. Sam, Superintendent related half of it is out, you know they paid half up front and the other half is in payments.

 

                          Board Member Bradford related okay.

 

                          Susan Smith, Sales Tax Coordinator related yes, they are making four Installments of $32,000.00 or $33,000.00 each...

 

                          C.P.A. LeJeune related by the end of the Fiscal Year, it looks like you will be at about 75% and they will make two (2) payments after that, collected in the 1st Quarter of Next Year and then the 2nd, 3rd and 4th Quarters of 2017, so by December, 2017 you should be made whole.

 

                          Board Member Bradford questioned and that is just one (1) Vendor, am I right?

 

                          Susan Smith, Sales Tax Coordinator related correct.

 

                          Board Member Bradford questioned has there been any talk with other Vendors, Mr. Sam?

 

                          Carlos J. Sam, Superintendent related no, we are in Litigation with the other Vendors, so...

 

                          Board Member Bradford questioned so you haven’t had any more discussions with them?

 

                          Carlos J. Sam, Superintendent related I think we are scheduled for some Legals in October of this Year...

 

                          Susan Smith, Sales Tax Coordinator related I think there is a Hearing coming up on May 15th and then in October there is another one coming up.

 

                          Carlos J. Sam, Superintendent continued right.

 

                          Board Member Bradford related okay, very good, thank you.

 

Item 6.B.            Board President Terrell continued with the agenda, Superintendent’s Report.

 

                          Carlos J. Sam, Superintendent then turned the floor over to the LWCC Representative for his presentation.

 

                          David Duvall, Representative of LWCC distributed copies of his handout to Mr. Sam and Board Members present, along with  presentation to the Board of the LWCC dividend check in the sum of $89,055.00.  He noted the important People are not here, Mr. Dart and William Andrews from the Dart Agency, they weren’t able to make it, but I have no problem driving from Baton Rouge to be here.  He noted ya’ll are very, very loyal Customers of us and Dart Agency and without their Partnership we wouldn’t have ya’ll.  So this easy for me to come up here and present this, in fact ya’ll are probably and we have 22,000 Policy Holders across the entire State and ya’ll are probably in the Top 100 of Size and the Amount of Dividend that you get and the loyalty, you have been with us for a very long time and you have received a Dividend every Year of that, a Dividend has been eligible.  So we appreciate the Business, thank you so much and I am here to deliver this Dividend Check and also I am going to just pass out a little Historical Data on the last 14 Years, that we have declared Dividends, of all the Years that you have received one it has Totaled over $700,000.00 of Dividends that you have received over the last 14 Years.  So thank you for that Business and who wants this Check here?  Mr. Sam, I will deliver it to you, thank you so much and the Dart Agency told me tell you that wish they could have been here, but thank you.

 

                          Carlos J. Sam, Superintendent related we appreciate you being here and the Check is in the Amount of?

 

                          LWCC Representative Duvall related $89,055.00.

 

                          Vice-President Harrell related and I know right where we can spend it!

 

                          LWCC Representative Duvall continued and just to let you know, you might be a little curious, if you notice last year you received $105,975.00, that is nothing that you did.  There was a School Board being negative thing like that, we just had more Policy Holders, so the Pool is bigger, so less money was given out and there is a Formula and it changes but ya’ll are fine.  Thank you so much, we appreciate it.

 

                          Vice-President Harrell related thank you.

                          Board Member Bradford questioned on this?

 

                          Board President Terrell related yes.

 

                          Board Member Bradford questioned how much did we pay in those 10 Years, those Years, what do you think?

 

                          Carlos J. Sam, Superintendent questioned Tommy, what is our, or I guess the question is what is our Annual Premium?

 

                          LWCC Representative Duvall related oh and that changes every year, but you are pretty consistent, right around $170,000.00 to $190,000.00, so you are getting usually...

 

                          Carlos J. Sam, Superintendent related half of our money back...

 

                          LWCC Representative Duvall continued almost half back, last year you had a little bit more than 50% back, this year it is a little under 50%.  So, yes that is pretty significant.

 

                          Board Member Bradford questioned about $200,000.00 a year, you said?

 

                          Carlos J. Sam, Superintendent related no, about $170,000.00...

 

                          LWCC Representative Duvall related yes, about $170,000.00 to $190,000.00, in that range.  It changes every year because it depend upon how many Employees you have and Exposure, so it not the same every year.

 

                          Board Member Bradford related okay.  Thank you.

                          Board Member P. Kent questioned Mr. LeJeune, that money moves to the General Fund?

                          James Bell, Jr., Supervisor related with pleasure I give you a brief Operations Report this evening.  The Energy Efficiency Project is proceeding well and is well ahead of Schedule, we are about 85% Complete and we are very pleased with the Progress that has taken place.  I don’t know if anybody has had an opportunity to go by the Schools, but we have gotten the Lighting situation at the Middle School rectified and at the Jackson School Complex rectified.  It is really a testament to the hard work that the Contractors put in to be able to get those Facilities lit because we had a lot of underlying conditions that we had to rectify before getting the Lights on.

 

                          Carlos J. Sam, Superintendent related Mr. Bell, excuse me, I think...

 

                          Vice-President Harrell related Mr. Bell you are doing a fine job!  There is one little problem though...

                          Supervisor Bell related we have some things that have been completed, we actually have Mr. Bourgeois and Mr. Jason Fritschie, with Johnson Controls that will be giving a presentation that is going to show everything that actually has taken place in the District.  But we have some small unitary supplies that were replaced and done some Lighting and I am trying to remember what else is on that Contract.  As of right now, I think those are the two (2) things that have basically taken place at this given point in time...

                          Supervisor Bell related Clinton Elementary, we have had the small unitary replaced, which is the HVAC, we have had some of those Units replaced.  We have had the Lighting Controls taking place and we are gearing up for the Summer to take care of the Water Closets, Urinals and the Bathrooms overhauled District wide within the Parish.

                          Board Member Nesbitt questioned have you had some entertainment in some places  it might be a little too bright?

 

                          Supervisor Bell related we have actually gotten that complaint in a lot of the Classrooms of Teachers are not used or accustomed to the bright lights.  So what we did back with help of the Superintendent and Johnson Controls we were able to put into the Project to where we actually have Dual Switching and one example of...

 

                          Carlos J. Sam, Superintendent related you can’t lose the remote!

 

                          Supervisor Bell continued Dual Switching, they don’t necessarily have the remote, but so they can see their SmartBoards and Technology you can actually turn one set of lights off, whereas the Kids can see better within the Classrooms.  That was one of the major Projects that we went back and took care of.

 

                          Board Member Hollins related while you are doing a great job, I am not sure if it is going to come up, but I see on this Estimated Costs Report, we have an Estimate for the Track.  Being that we have such a good Track Team, are we going to have the Track ready for them next year?

 

                          Supervisor Bell related that is all pending Board Approval, with the Superintendents’ help we have outlined several steps that we need to make, but it is going to be based upon the Boards’ Approval of the Small Capital Projects.  We have a Project Manager set and ready, we have a list of Architects that we plan on utilizing and bringing towards the Building Committee to see if  it is Approved and we are just ready to get things lined up and start rolling but it all depends on Board Approval.  But the Superintendent has been very pro-active in making sure that everything is ready so that when we do get Approval, we are ready to roll.  We will also be working with our Prime Contractor Johnson Controls and our Sub’s over the Summer, we do have several Projects that still need to take place.  We will be replacing one (1) of the Air Handlers at East Feliciana Middle School and four (4) of the Air Handlers at East Feliciana High School.  We are going to replace the Boilers at both those Complexes, also we are going to replace the Chilled Water Circulatory Pumps, we are going to change those to a Variable Frequency Drive, which is going to give us some more Costs Savings at those specific Facilities and then finally we are going to replace the Water Closets and Urinals at those Schools.  More specifically we want to place the Water Closets and Urinals that are not efficient, with some more efficient, low flow Water Closets and Urinals.  We will also be working with Staff, because those Schools will be going off-line for a period of time.  We will have some heavy lifting, starting at the Jackson School Complex on June 1st, their domestic water line will be going off-line and also we probably won’t have natural gas for a period of time.  But we are working with Johnson Controls, we will be working with the Principals to ensure that we are able to function within that Building and take care of the necessary Schools.

 

                          Board Member P. Kent questioned is that going to affect that RKM?

 

                          Supervisor Bell questioned RKM?  We are going to ask them to actually move, when we actually do that lift, we are bringing in a huge crane, we are going to do a two-state lift, so we are going to have two (2) moves.  But recommendation of Johnson Controls recommendation and myself that anybody that is within the radius of that boom, that lift itself, the lift of the crane, we are going to actually ask them to evacuate or not come to their Building at that given point in time just for Safety purposes.

 

                          Board Member P. Kent questioned what kind of time line are you looking at getting it or moving things up to the top?  You are going to do two (2) you said over there?

 

                          Supervisor Bell related we are going to do two (2) lifts, we are hoping that we can  get the lifts done within a day to a day and a half, in talking with Johnson Controls.  But we are just going to see, it is going to be pending weather.

Sam, Superintendent related let me just make a few announcements before, as part of my Report.  I just want to remind the Board that Summer Remediation will take place this Summer for 4th and 8th Grade Students, along with End of Course Exams, that Summer Remediation or I should say Summer School will start on May 30th through June 23rd and the Hours of Operation will be 7:45 A.M. until 2:30 P.M. and that will take place at East Feliciana Middle School.  Retesting will take place the Week of June 19th through the 23rd.  We will have our Annual Employee Awards Ceremony on Thursday at 5:00 P.M. at the Professional Development Learning Center.  Our Keynote Speaker for this Event is our very own Board President, so I know that you don’t want to miss that Event!  So we also want to say Happy Birthday to Mr. President today, Happy Birthday.

                          “PUBLIC NOTICE Ad Valorem Tax Levy - Notice is hereby given pursuant to Article 7, Section 23© of the Louisiana Constitution and La. R.S. 47:1705(B) that on Tuesday, August 1, 2017 at 4:30 P.M. the East Feliciana Parish School Board will hold a Public Hearing at the East Feliciana Parish School Board Central Office, located at 12732 Silliman Street, Town of Clinton, Louisiana, to consider levying additional or increased millage rates without further voter approval, or adopting the adjusted millage rates after reassessment and rolling forward to rates not to exceed the prior year’s maximum.  The estimated amount of tax revenues to be collected in the next year from the increased millage is $3,539,759.52, and the amount of increase in taxes attributable to the millage increase is $168,559.98.  Thereafter to hold a 5:00 P.M. Regular Board Meeting at the East Feliciana Parish School Board Central Office, located at 12732 Silliman Street, Town of Clinton, Louisiana, to a adopt resolution which will levy the 2017 ad valorem property tax.  If any person has questions concerning this matter, contact Carlos J. Item 7.B.            Board President Terrell announced that Board Members Louisiana Board of Ethics Instructions and Personal Financial Disclosure “Tier 3" Statements which are due to be completed by Board Members and filed on or before Monday, May 15, 2017.

 

Item 7.C.           Board President Terrell proceeded with Item 7.C. receive update on Energy Efficiency Project.

 

                          Bobby Bourgeois, Project Coordinator of Johnson Controls made a verbal presentation on their confidential power point presentation.  Good evening, I hope everyone is doing well this night, my name is Billy Bourgeois, I am a Project Manager with Johnson Controls and I am heading up the implementation of your Energy Efficiency Savings Job here in East Feliciana Parish.  We will give you a quick Overview, right now an Introduction as to what we are doing as an overall in the entire District, to kind of give you a little back-up on our Energy Conservation Measures as kind of a whole and then we will go each School Location and I will let you know where we stand at each School as a snap shot in time.  Energy Conservation Measures, you will see ECM and you will hear me say Energy Conservation Measures throughout the entire presentation tonight.  It is measurements taken to reduce the consumption of Energy.  By doing that we aim to achieve Savings while reducing the amount of Energy Consumed.  It is a win, win for everybody, it is going to give Energy Conservation is great for the Environment, it gives you as a Customer huge Savings across the board by spending the money on the Unit, you are going to get the Money back and it doesn’t Costs you anything.  It is Energy Conservation, it is great for the Students, it gives them a Safe Learning Environment, it is a great situation.  The Energy Conservation Measure #1,  which is our Lighting Retrofit, we have 5,000 fixtures that have been impacted across the entire School District.  We are now meeting the illuminating Engineering Society Standard of a 50 foot candle, this ensures adequate illumination and safety for all Occupants inside each of the Classrooms as well as the Parking Lot and the inside of the Hallways, Classrooms and Cafeterias.  We consolidated the different types of Lamps or Bulbs from 82 Different Types in your Schools to 28.  ECM #2 which is your Small Unitary Equipment  Placement, that is an example of the picture of the Unitary Equipment I believe at Slaughter Elementary that we have replaced.  This took place at Slaughter, Clinton and the School Board Office, because they only had the Small Unitary Equipment to be replaced.  They don’t have any Roof Units.

 

                          Board Member Bradford left the meeting at this time.

 

                          Project Coordinator Bourgeois noted the average age of all of these Units across these three (3) locations was approximately 25 Years Old, your expected or life expectancy of these Units is usually only 15 Years, so you are a good 10 Years past the life expectancy of the Equipment that was already there.  ECM #3, which is our Boiler Replacement as Mr. Bell said this is taking place at the East Feliciana Middle School and Jackson School Complex.  The existing Boilers are 32 + Years Old, usually the life expectancy of these type of Boilers that you have is about 20 Years, so you are at least 12 Years over.  ECM #4, which is our Energy Conservation Measure which is the Air Handling Unit Replacement, this is pertinent to East Feliciana Middle School and the Jackson School Complex, these are the only two (2) places we have the Rooftop Units, Air Conditioning Units.  The existing units as you see in the upper right hand corner, that is at the Jackson School Complex, these Units are at least 31 Years Old and usually the life expectancy of an Air Handling Unit of this size is usually about 25 Years.  These Units are literally deteriorating and falling apart on the Rooftop of the Jackson School Complex.  Mr. Bell has gone and I noticed the entire School Board, ya’ll have gone to extensive measures to get the life or as much life out of these Units as you can and it is time to replace them.  It is or they are leaking into your Schools and are just falling apart on the Roofs, they are rattling, you can hear them inside the Classrooms.  We will move onto ECM #5 Energy Management Control Systems, across the entire District we are installing 285 New Thermostats at all of your locations.  By doing this we are expanding and updating your existing Alerton System, which an Alerton System and by doing this and updating is allowing us to fully Integrate your entire System.  So you will be able to control, Mr. Bell or anyone else, be able to control the Temperature Settings, what time your Units turn on, what time your Units turn off.  If you want a certain Temperature during the Day, while the Buildings are Occupied, you can set that.  If you have one Location that requires one Temperature and you have another one for another Temperature, you will be able to control all you different Temperatures at these Schools.

 

                          Board Member Nesbitt questioned you say are going to put Thermostats in that Unit, will you just have one (1) Thermostat, or are you going to put Thermostats for Teachers so they can Control their Climate or are they going to be Controlled by the...

 

                          Project Coordinator Bourgeois related you have Multiple Functions, yes, sir.  You can have your System that is set and then say a Teacher, if you have a Teacher that is Cold in a Classroom,  she can Program and change her Thermostat.  Now it will do a time delay a lot of them and it will do a or say it will run like that for 2-hours and then it will go back to the Operating System.  So say she goes Home and left her Thermostat on 65 degrees, well at 5 o’clock that Evening it is supposed to go to 75 at Night it is going to turn off and it is going to go to that 75 until the next Morning and then it will go back onto a System.  It is a Smart System to keep your Energy from your Air Conditioning Units from running all Night long.

 

                          Board Member Nesbitt continued now you are going to Control this, or who will Control this?

 

                          Project Coordinator Bourgeois related who ever you see fit, Mr. Bell, the IT Department, you will have the fully Integrated System, you will able to control your System.

                          Supervisor Bell related we have actually rectified that situation with the first HVAC Project that we put in, we did put in New Thermostats, but what this is a step beyond, we couldn’t go for all the Bells and Whistles, because we could not afford that at that given point in time.  So let’s say if I am in my Classroom and I walk out of that Classroom, if I am a Teacher that Thermostat doesn’t know if that Classroom is actually occupied or not.  With these New Thermostats it actually knows if that Classroom is Occupied, I can actually see whether or not that DFD or that DAV, which is a Variable Air Flow, whether that box is actually closing or not closing.  So it helps us to one to Trouble Shoot and two it is actually more efficient in the fact that it actually knows if Individuals are actually in that specific Classroom and if nobody is in that Classroom, then what it actually does  is it actually Closes itself and what it does is it actually reduces the Load on the Chiller.  So that now gives us an opportunity for our Chillers to back down, it gives us the opportunity for our Pumps to back down and it actually increases the longevity of our Equipment...

 

                          Board Member Nesbitt questioned do they thing has to be Controlled like that, why can’t we just Control, just Control the Thermostat.  I understand...

                          Board Member Nesbitt related yes, go turn it on and go turn it off.  I mean why does it got to be controlled by all of these phones and stuff.  Because you see been controlling stuff in Atlanta, you know we started in Atlanta...

                          Board Member Nesbitt continued you know, the Temperature is supposed to be controlled in Atlanta and now you say it is going to be controlled by the Phone.  Why you just can’t put it on the Wall and let it be controlled?

 

                          Project Coordinator Bourgeois related as far as from an Energy Savings Standpoint, of course you and I are sitting here talking, yes you want to walk over and change the Temperature on your Thermostat and that is fine while you are at Home and you are occupying your Home.  But what if you set your Thermostat on 62 degrees because it is hot in your Home, when you forget you set it on 62 and you leave, or you went on Vacation.  Well your Air Conditioner is still set on 62, it is going to continuously run and keep that Air Conditioned in that space for 62 degrees until someone moves it back up.  So if you forgot and you say man, you know I wish I hadn’t forgotten, well you’ve got Mr. Bell that will be able to set at his laptop and be able to say okay well that time at 6 o’clock at night it didn’t matter if it was on 62 or 82, it is going to go to 75.  So you are now controlling your Energy, from a Smarter Standpoint, you are in control of the entire District not just that one (1) Thermostat.  You don’t have one person in charge of the Thermostats, if that makes a little sense.

 

                          Supervisor Bell related case in point, the Average Electric Bill for the Jackson School Complex during the Summer is $18,000.00, that is the Average Electric Bill for the Jackson School Complex.  When we did the first Energy Efficiency Project, when we put in the Thermostats, the Electric Bill went down from $18,000.00 to $15,000.00, so it is a significant Savings.  So we are about to add on to what we have already established.

 

                          Project Coordinator Bourgeois related you should have a significant Savings from and Energy standpoint.   Yes, sir and you can set it for different time periods, you can set it for weekends, you can set it for Summers, however you want to control your System would work for you more Efficiently for you.  To give you the most out of what you have available.

                          Project Coordinator Bourgeois related if you would like to go to the ECM, Energy Conservation Measure #6, which is our Water Conservation we are replacing either new or retrofitting 245 fixtures across the entire District, that is to cut back on your water flow.  As Mr. Bell was explaining to you earlier, Water Conservation.  ECM #7, which is our Computer Power Management, your Computers will “go to sleep” and “wake up” automatically.  This will also cut back so your Computers aren’t sitting there running overnight, it will help the longevity of the life of your Computers and your Technology that you already have implemented.  It will also help your IT Department deal with their “patch success rate” will improve significantly.  Because of having all of your Computers on one centralized plant and you have your IT Department and he wants to  download Software, all of those Computers are already integrated into one System, he is going to be able to shoot it out and it is going to go to all of those Computers overnight.  So you are not going to have to send out those e-mails, you are going to send them out an e-mail that is going to blast out one e-mail that will go to everybody, well notify them that they are going to get an update tonight when they come in the morning their Computers are updated...

                          Project Coordinator Bourgeois related no, sir and this is going to allow you that if you are not going to have to Update this System periodically like you had been.  This is bringing you into that System where this is the latest and the greatest as of right now.  If you get ready that you need to do another Update in 4 or 5 Years, this is going to put you into a Centralized Location where say you want to redo your Computer Software Program, you already have it Centralized all of your Computers are Licensed, they are all inside and integrated within one (1) System.  So you will be able to download into one (1) System and go out to your entire Network, if that makes sense.

 

                          Board Member Nesbitt questioned but this will be able to be adjusted four (4) years down the road where we can use it?  You want to take the Boilers off the top of the House and you want to add more Boilers and all of this kind of stuff with it.

                          Supervisor Bell continued I can Program “Back Net”, even Program “Back Net”, we can get a Programmer down in Baton Rouge to Program “Back Net”, so it is not something that is a “Proprietary Software” to where Individuals can not utilize it.  So anybody, it is an Open Platform, anybody can utilize that Specific Platform when it is necessary.

                          Project Coordinator Bourgeois related absolutely.  Alright I will move on to the next slide, ECM #8 is your Waste Management.  We are going to be installing the Intelligent Compactors, which will allow “On-Demand Hauling Services”, they will also offer or the Public will have no access to your Compactors.  As you see on your right hand side this is what we have currently across the District is numerous Small Dumpsters in place that are Open to the Public.  It will also reduce the number of Trash Trucks on Campus, as of right now you have Trucks coming in and out all day, they have set Schedules and they are going to come and Dump your Dumpsters, you Compactors you are going to be able to keep the Trucks off your Campuses.  It is going to continue to keep from tearing up tearing up your pavement and your parking lots by having a heavy Trash Trucks crossing back and forth, which is a risk to the Students too, by having the Trash Trucks crossing through all day long.

 

                          Supervisor Bell related what is beautiful about this System is that we have those Dumpsters and going to those specific Compactors, whether those Dumpsters are Full or whether those Dumpsters are Employ, we still have a Truck coming on our property to Empty that specific Container.  These New Dumpsters and Containers and Compactors there are Smart enough, they actually Radio the Manufacturer, or they Radio Service and say that “I am full” and when it is “Full”, that is when you send a Truck out actually pick it up.  So now we backing out the Service, we are saving a whole lot of Money in that fact that we don’t have Vehicles or the Trash Man coming to “Empty” Dumpsters that are not “Full” or complete...

                          Project Coordinator Bourgeois related there was a Portable Building that you used that was on Rent, for Slaughter Elementary, that Johnson Controls was able to Purchase and then we will sign it over and it becomes the Property of East Feliciana.  You have total Rent every Month that you are paying on this, we came to an Agreement with the Rental Company to Purchase it and then we Sell it to you.

 

                          Board Member P. Kent questioned and where is that Building located?

 

                          Supervisor Bell related it is right next to the Clinic, it is one of those ModSpace Buildings, that Building Rents for about $1,000.00 a Month and when we looked at it, when talking with Mr. LeJeune, talking with the Superintendent...

                          Supervisor Bell continued we didn’t have not choice, we have several that we actually Rent.  When you look at the Monetary Value of the Building versus what we Actually Pay for it, it makes viable sense to go ahead and Purchase the Building than to continue to have that re-occurring  Costs every Month.

                          Board Member Corcoran questioned how many, out of curiosity, how many Buildings do we Rent at Slaughter?

 

                          Supervisor Bell related I think we have two (2) Rentals, down there as of right now,  we just reduce that down to one (1) and in talking to the Superintendent he is making Plans to see if we can go ahead and Purchase that other Building, if we have Funds available.  Because it doesn’t make any Economic sense to keep Renting, if we have the ability to actually Purchase that Building.

                          Project Coordinator Bourgeois related all right Guys and I will give you an Update for Site Location, School, including the School Board Office, of where we are and where we stand as a snap shot of right now.  ECM #1 as I went over, which is our Energy Conservation Measure Lighting Retrofit, we are 100% Complete at Slaughter Elementary as of right now.  There were 465 Fixtures impacted at Slaughter Elementary, whether that was new, changing lenses, changing bulbs, ballasts, all the Light Fixtures have been impacted at Slaughter Elementary.  This is the, as we were just discussing and as you can see overhead right now, this is the implementation of the “Dual Switching”, so you can better see the Promethean Smart Boards that are available in each Classroom;  the picture on the left as you can see is the “Dual Switching Off” and the right is with all your Lights On. This is Slaughter Elementary ECM #2 our Small Unitary Equipment Replacement, we are also 100% Complete, we replaced six (6) HVAC Units at Slaughter Elementary.  There is approximately eighteen (18) Units Total, but as we did our Survey, two-thirds (2/3rds) of the Units had either been replaced or significantly updated prior to Johnson Controls doing our Survey.

 

                          Board Member Corcoran questioned what is the “Life Expectancy” of those Units?

 

                          Project Coordinator Bourgeois questioned of your New Units?

                          Project Coordinator Bourgeois related 15 years to 20 years, yes, sir.  As long as Proper Maintenance is done on them, they can last you...

 

                          Board Member Nesbitt questioned are we responsible for Maintenance?

 

                          Project Coordinator Bourgeois related after the 1st Year, you have Maintenance, yes, sir.  Even with Maintenance though, it still comes out to your Savings as over even with Maintenance is included that sir.  It shouldn’t Costs anyone anything for the Maintenance of them either, with your Savings that you are getting back.

 

                          Board Member Nesbitt questioned now the School System have their own Maintenance People or do they have the Maintenance through Johnson and Johnson?  They have to call the Johnson & Johnson Maintenance People, or do we have a Maintenance Person who can work these things, Mr. Bell?

 

                          Supervisor Bell related yes, sir, we have a Maintenance Guy.  Built into it like Mr. Bourgeois said, the Lights, the Small Unitary, all of those come with a Manufacturers Warranty.  Just like the Lights, we have a Stock of Bulbs that they have already provided for us that we already have and within that Year the Contractor will come out and Service them and then after that we do the Service ourselves.  But we shouldn’t see any problems with those, on those Units for 5 to 6 Years, at least.

 

                          Project Coordinator Bourgeois related ECM #5 at Slaughter Elementary our Energy Management Control System we are 95% Complete.  We have Installed 28 New Thermostats at Slaughter Elementary.  ECM #6 Water Conservation all of our Fixtures are in Warehouse for Mobilizing next week on May 15th we are meeting Mr. Bell to complete our Survey and get ready to Install Fixtures the 1st of May, the 1st of June, excuse me.  At this current location there will be 26 Fixtures impacted, there are currently 67 Fixtures Total at Slaughter Elementary, but 41 Fixtures have been Updated prior to our Survey.  Which either the Fixtures had been already Replaced and/or Retrofitted for Load Flow.  ECM #7 our Computer Powered Management where deployment began in March and we are currently Surveying our Data, we are working closely with East Felicianas’ IT Department to get that Concluded now that Testing is done.  ECM #8 Waste Management our Survey is Complete, you will be getting one (1) 4 Cubic Yard Compactor at Slaughter and we are scheduled to Install those June 1st also.  ECM #9 the Building Replacement that is 100% Complete and that should in East Feliciana Parish’s Name next Month, I do believe.  Clinton Elementary again going with our Energy Conservation Measures Lighting Retrofit we are 100% Complete, there were 550 Fixtures impacted at Clinton Elementary.  The left is a typical Classroom Lighting Level, what you Average Lighting Levels across the Entire School Board Parish District was about 23, which does not meet the IES the International Code for Classrooms, you are now 100% up to Code where it is a Minimum of a 50 foot candle lighting, which is a one (1) square foot area of surface from one (1) specific lighting source.  So now you are 100% up to Code in all of your Schools for Lighting.  Here is an example of the “Dual Switching” at Clinton Elementary.   Here is an example of your LED Exterior Light Fixtures, that are either on a photo cells or on time clocks, so obviously it is during the Day so the Light is turned Off, thankfully!  Clinton Elementary the Small Unitary Replacement we are 100% Complete and 12 HVAC Units were replaced, the Unit on the left was prior and the right is current, that is that Fixture actually Replaced now.  Clinton Elementary our Energy Management Control System we are 95% Complete here also and you will be receiving 19 New Thermostats at Clinton Elementary.  ECM #6 our Energy Conservation Measure #6 of Water Conservation, again same as Slaughter and across the Entire District, we are mobilizing on the 15th and 49 Fixtures will be impacted at Clinton Elementary.  Again ECM #7 as it is across the Entire District as you know deployment began in March and we are currently Surveying the Data, hopefully we will be able to get that wrapped up within the next Month after Testing and everything is done.  The IT Department was able to focus on making sure the Licenses are there.  ECM #8 which is our Waste Management, Survey is Complete you are also received one (1) 4 Cubic Yard Dumpster at Clinton Elementary, Compactor excuse me.  The School Board Office ECM #1 Lighting Retrofit we are 100% Complete, there are 291 Fixtures that have been impacted at the School Board Office.  ECM #2 our Energy Conservation Measure #2 Small Unitary Equipment Replacement we are 100% Complete and we replaced three (3) HVAC Units here at the School Board Office.  Energy Management Control System we are also 95% Complete here and we installed 7 New Thermostats, here at the School Board Office.  ECM #6 our Water Conservation all Fixtures are in the Warehouse and we also mobilizing next Monday on the 15th and there are 9 Fixtures impacted here at the School Board Office.  East Feliciana Middle School we are 100% Complete with the Lighting Retrofit and there were 901 Fixtures Impacted at East Feliciana Middle School.  The left is a picture of the receiving area at East Feliciana and the right picture is a typical Classroom with the New Lighting Upgrade.  Here is a picture of your Beautiful Gymnasium at East Feliciana Middle, your left is the original Lighting that we replaced and your right is as of right now, it is New LED Fixtures throughout the entire all Gymnasiums.  Energy Conservation here is your existing Cafeteria, your left was prior and your right is existing, I think it came out beautiful.  Here are our Parking Lot Lights at East Feliciana Middle as some of you noted earlier, it is lite up out there now and everybody can see much better.  The Boiler Replacement ECM #3 we are Scheduled to Install July 1st, after Summer School has let out.  ECM #4 Air Handling Units, which is your Roof Top Units, we are also Installing July 1st after Summer School has let out.  ECM #5 Energy Management Control System we are 85% Complete and there were 99 New Thermostats installed at East Feliciana Middle.  ECM #6 which is our Water Conservation all Fixtures are in our Warehouse and we are also mobilizing on May 15th for a June 1st Install Date.  This is or there are 47 Fixtures that will be impacted at the Middle School.  ECM #7 is across the Entire District we are hoping that the deployment will be Complete this Month.  ECM #8 you are also receiving one (1) 4 Cubic Yard Compactor at East Feliciana Middle.  Jackson School Complex ECM #1 our Lighting Retrofit we are 100% Complete at Jackson School Complex.  The left is your lights, your prior lighting and there is you New LED Fixtures on your Basketball Courts.  Here is your Lighting in your Cafeteria at Jackson, a before and after.  There is your Typical Hallway and your or that is the Exterior LED Fixtures in the soffit across the Front of Jackson School Complex.  This is the Wood Working Shop before and after.  Jackson School Complex ECM #3 our Boiler Replacement, we have the Boiler in the Warehouse and you are also getting a New Water Heater, which is also in the Warehouse...

                          Project Coordinator Bourgeois continued I can’t say whether it is leaking right now, we are Scheduled to begin that Work June 1st.  Yes, sir as soon as School lets out.  I can Guarantee you it won’t leak the 2nd Week in June, how about that.  ECM #4 Air Handling Unit Replacements they have been Delivered and they are sitting in a Warehouse in Hammond, Louisiana right now.  As Mr. Bell said we are waiting, because of the intrusive nature of having the Cranes and shutting off the Air Conditioning in the School in June and no one wants that, we are waiting until the Summer Break to be able to Begin that Work also.  There are going to be four (4) HVAC Units Replaced at Jackson School Complex.  ECM #5 our Energy Management Control System we are 25% Complete here and there will be 132 New Thermostats installed at Jackson School Complex.  ECM #6 our Energy Conservation Measure #6 is our Water Conservation, all Fixtures are in a Warehouse and we will be mobilizing on the 15th of this Month.  There will be 114 Fixtures impacted at Jackson School Complex, we are also going to begin that Work June 1st.  Computer Powered Management as it is across the entire District, deployment began in March and we currently Surveying the Data.  ECM #8 which are our Waste Management, the Survey is Complete and you are actually going to get one (1) New Roll-Off Compactor at Jackson School Complex.  So you will get a much Larger Compactor at this location...

                          Coach Jones continued now this is my next question, I am looking at all of this, but I am not hearing anything that is going on in the Field House.  I am not hearing of any, any Lighting that is being changed in the Field House, I am not hearing about any Units being put at the Field House.  And the Field House and correct me if I am wrong, is a part of the School and is a part of the School that the Kids utilize, but there is not corrective or I am not hearing of any Corrective Action that is being taken at the Field House over in Clinton, nor the Field House on the Jackson Side.  Is there a reason?

 

                          Representative Fritschie related well let me, I can’t speak specifically to the Field House, but I can also say we didn’t mention the Library specifically because when you look at a School Campus there is a lot of Rooms.  There are Classrooms 1A all the way 30A, right and in the time allotted here we didn’t go line by line to every Area we are impacting.  But if it is a useable space, that is being used right now, I am going to tell you that we are in there doing some Lighting Work.  Have you been to the, or when was the last time you were at the Field House?

                          Supervisor Bell related yes, sir.  I mean I do have a short answer, in that, in a piece of that and we do recognize that concern, we do have some monies that we did Apply for, but right now what we are trying to do is strategically place things so we have the biggest bang for the buck with the Kids.  As far as the QZAB Money, the initiatives and changes that we make at those specific Locations actually have to pay for themselves.  There were some things that we actually looked at in replacing, but in replacing those specific Items we don’t get a Net Savings from them and if you don’t get a Net Savings from replacing that specific Item, you don’t necessarily have a Funding Source to make that specific change.  So that is reason why we didn’t, as of right now, include the Field House, whether it is at Clinton or Jackson, because the impact of actually changing those specific Units is not going to generate enough money to actually pay for changing the Units itself.  So it was not, it was Costs Negative, it was not feasible for us for to...

 

                          Coach Jones related I understand and you know I can understand what your are saying, but my point is no matter what the Costs or what Money is being generated, every Building on that Campus should be treated the same.  It should be safe, clean and a well lite Environment and if you find that those Environments are not safe and clean, no matter what Monies are generated from those Field Houses you know guess what you still have to pay a Bill from both those Field Houses from them not being efficient enough to 2017 Standards...

Item 7.E.            Board President Terrell proceeded with Item 7.E.  Receive update regarding District Crisis Management Plan.

 

                          Carlos J. Sam, Superintendent related Dr. Roddy.  Dr. Roddy is going to give us a brief Update on the District Crisis Management Plan we had some concerns related to some Issues recently.  So we just wanted to kind of update you on where we are with our District Crisis Management Plan.  Dr. Roddy.

 

                          Dr. Knight Roddy, Supervisor related good evening.  It came to our attention that we needed to work with our Local Emergency Responders to ensure that our Schools are Notified if there is an Emergency Event in their Neighborhood, in their Area.  For instance, like a Robbery, which has happened in the last year; escaped Convict, which happened at D.C.I. in the last 2 years, Hazardous Spill, something like that.  We want to make sure the Schools get that Information as soon as possible.  So we have worked with the 911 Commission, we had a great Meeting with them, with Ben Chasteen, is the Director there, had a great Meeting with him and we also had a great Meeting with almost every Agency in the Parish, with the Leaders from every Agency.  The Sheriff’s Office, D.A. Sam D’Aquilla, Slaughter P.D., Jackson P.D., Clinton P.D., the E.O.C., the 911 Office and what we are working to put in place is a Protocol in which the 911 Office will call our Schools Directly if there is or you know if there is one of these kinds of Events going on.  I am working with the Schools, with the Principal, the A.P., the Secretaries so they all know that they are going to get that Call Directly.  It is not going to come to me, working with Crisis is not going to come to the Superintendent, because Time is so Critical.  You know if one of the Situations is going on, we want that Information to go straight to the School and if the need to do a “Shelter In Place,” or if they need to do “Lock Down”, they get that Information quickly and they can take Action to Protect the Students and the Staffs.  So we are in the process of putting that in place, we revised our Crisis Plan, with that Information and also we have met with the most all of the Principals and their Staffs to go over that.  So that is our Report.

 

                          Board Member Nesbitt questioned how are we making contact with the Community or with the Parents about if there is a, how are we doing that now?  Now I can understand, I understand how the Principals is doing this, but how are we Communicating with the Parents?  Do we still have the “Dial Up” or what Procedure are we using?

 

                          Carlos J. Sam, Superintendent related so if there is a need for us to Communicate to Parents, immediately following you know some Incident, we will ask the Principals to one of two things or both.  One we can always send Letters Home and you know sometimes they get home and sometimes they don’t and as many of you know we have a “Call Messaging System”...

 

                          Board Member Nesbitt related yes, I have been wondering do we still have that?

                          Principal Porter continued we Review it at the Beginning of the Year, but not only that there are ways that we do “Fire Drills”, there are ways that we do “Lock Downs”, the Teachers know if they hear “Lock Down” what is to do.  When we had a Storm this Year, we had to “Shelter In Place,” everybody knew what to do, we Practice that.  So they have a Copy in their possession that says what you do for every situation and we just added that, I think that was mainly though for the Office Staffs...

                          Dr. Roddy related continued so every Month they do a “Fire Drill” and then we have a Schedule where there is two (2) Months where they do a “Shelter In Place” and two (2) different Months where they Practice a “Lock Down”.  So we or that is all part of the preparation is regularly practicing those Drills.

                          Board Member Nesbitt related yes, you know regardless of what Crisis you got, I have noticed, I mean the only thing we can rely on is our Principals and our you know all the School Personnel and I think the course of the day you never know what is going to happen.  And you know it is a Panic that we have our Law Enforcement, I think Mr. Roddy has been working with the Law Enforcement here in the Parish and I think that has been our biggest, our biggest hang up, is who is going to be responsible for Jackson, who is going to be responsible for Clinton, who is going to be the First Responder and all sorts.  You know at one time we had a problem with that and I think he done pretty much ironed out that as to where, who is going to be the first Deputy to get there and think that is the biggest thing.

 

                          Dr. Roddy related I would just add that I have been very very pleased with how all of the Agencies just mentioned, how they worked with us to, you know they are there when we need them and they have worked every time I have called a Meeting, they are all there.  So I just want to commend you know all of the Agencies that we work with.

 

                          Carlos J. Sam, Superintendent related yes, Mr. D’Aquilla  participated in our Meeting and even the Sheriff’s Office I consider a Partner and I think Sam will agree that you know the Meeting went well and we were able to iron out you know just who would do what when and how and who is responsible for what.  Even though we have a Resource Officer Employed with us we consider depending upon the situation a Town Agency as the First Responder and not necessarily our Resource Officer, because they are closer to it in Slaughter or Clinton, since our Resource Officer is all the way in Jackson.

 

                          Board Member Nesbitt related you know I have to say our mercy go out to Slaughter Elementary, you now normally Slaughter Elementary, if there is a Crisis they take them to the Church.  But I don’t think you can get all them Kids in Church right now, so you know you are really going to have to or that is something that is really going to have to be ironed out, if that had to be  done.  I mean I don’t think all of them Kids are going to get in no Church.

(copies of which are attached hereto for reference).  He noted we have several items that needs Board approval and proceeded with Item 8.B.1. Finance Chairman/Building Committee Member Michael Ray Bradford related on behalf of the Building and Finance Committees the following recommendations on the List of Estimated Cost of Proposed Small Capital Projects:

(a)         bring back to the Committees two (2) separate Proposals on the two (2) Tracks being the Jackson School Complex Track developed for an Interscholastic 8-Lane Track and the East Feliciana Middle School Track developed for a Practice 6-Lane Track

 

(b)         to move forward with the Restroom Renovations as set out on the “Estimated Cost of Proposed Small Capital Projects” received 04/27/2017

                          Vice-President Harrell related don’t get carried!

 

                          C.P.A. LeJeune related okay, afraid not!  I think you have copies in you packet from the Finance Committee Meeting, but I brought some copies so it might be easier for me to hand this out (handouts entitled “East Feliciana Parish School Board 2017 operating budget Talking Points” and “East Feliciana Parish School Board Clinton, Louisiana 2018 Operating Budget”).  Okay, what you have got in front of you is the 1st DRAFT that was presented to the Finance Committee back on I guess it has been a little over a week and a half.  Sort of just going through the “Talking Points” I am going to go through a few High Areas and even for the information of the Finance Committee to kind of tell you where we stand with some things.  You know tonight is simply an Introduction, so it is not a Decision making time relative to your Budget, we are going to be advertising for a Public Hearing for your June 6th Meeting where we consider, where we typically consider at that time Amendments to your Budget and Adoption of you next Fiscal Year Budget.  So at this point in time we are moving toward that time line, however as I will go over in a moment we have an Issue with the 2018 Budget, that we are dealing with.  By Law we have to adopt that by September 30th, 2017, so we have some time to work it out, if we don’t make the June 6th Meeting, so that is kind of the time line that we are working with.  In terms of your 2017 Budget.  Roughly you can kind of see by the number, just overall right at $23,339,000.00 in Revenue and we had $23,296,000.00 in Expenses, so we are carrying a small Surplus this year to the tune of about $43,000.00, most of which resides in your General Fund, which is about $38,000.00.  So the money coming in right now is taking care of your obligations.  As we move forward into 2018, which is what we are spending a lot of time on right now, our Revenues are projected to be about $21.8 Million with our Expenditures being, projected to be at about $22.586 Million.  So collectively that leaves us with a Deficit of about $761,000.00, projected for next year, you know if we, that is if we do nothing...

 

                          Finance Chairman Bradford related right.

 

                          C.P.A. LeJeune continued alright to just kind of Operate like we are and I am going to go over why in a moment.  But if you come down and look at some of those Bullet Points under your General Fund, where it starts with a Deficit of $761,000.00, we are going to carry or expect to carry a Fund Balance into next Fiscal Year, so the Reserves we have in our General Fund are right at about $2.3 Million and if we do nothing we will deplete that down to about $1.5 Million.  Okay  what is giving us some Budgetary Issues is really from a Revenue prospective, Property Taxes we haven’t or don’t expect a lot of an Increase, I mean those Rolls are still being worked on.  So generally when we prepare the Budget, we just do a marginal increase, just to be conservative.  So right now, Property Taxes are kind of staying flat, with respect to what we have in the Budget.  The Issue that we have and I will hit that in second, is we had two (2) things happen with our MFP this Year, typically the State Issues an MFP Budget Letter to all of the Districts in the State in the Spring, generally it is around the end of March, first part of April and they Notify you of what, well Notify you of what they expect your Funding is going to be for the Next Fiscal Year.  So, obviously I look at that before we prepare your Budget.  They are projecting a Decline of $625,000.00 to your MFP Funding, which is substantial, that is large part of your Budget which basically covers a lot of your General Fund Expenses...

                          C.P.A. LeJeune continued you know Basic Education, you know your Instructional Costs, so and there are two (2) things causing that one is there were some Decline in Students this Year that was about a $200,000.00 hit to us, we had less Students, so that is something that you know we don’t have a lot of or we have some control over it but the numbers are the numbers. I mean what they will do is, it is Preliminary because they base it on this Years’ Count, so next Year the Official Counts are October and February, so right now it could go up or it could go down.  What we know is what they are telling us in the Budget Letter is that they have got us at a Lower Student Count and so, conceivably we could come in and get our Counts and if the Student Counts go Up we would get more money.  But at this point they are going to base it on what they are telling us.  The second thing which gets to be more confusing and if you go to Page 3 of this document and I have written the page numbers down in the bottom right hand corner for you.  Basically, you can see what is happening with your MFP Count in the middle, or your MFP Funding in the middle part of the page.  You know this year we have got about $11.7 Million in Funding and you can see next Year they are Projecting it to be $11 or just shy of $11.1 Million and so the second part and they tell you why it is going down, one is the Decrease in Students.  The second is alright we have an increase or experienced an Increase in the Taxable Value of our Ad Valorem Taxes so the Value of Property that is Taxed for Ad Valorem purposes in the Parish has gone up and it has gone up to a tune and this runs on a lag, but it went up from 2014 to 2015 which Impacts our Funding now by a substantial amount and that is what is driving a lot of this Decline which is about $400,000.00 Plus...

 

                          Finance Chairman Bradford questioned so Tommy, this number or the Formula does it work by when Local Effort Decreases, State Funding Decreases?  Does that sound right, is that what...

LeJeune continued I am just explaining to you how it works.  If you look on Pages 4 and 5, these are the Numbers that are Impacting you, it is the Taxable Value of your Property.  They don’t look at what you Collect, they look at whether or not you have the Power to Collect, so if you have Lowered your Millage you would still be Negatively Impacted if you were Collecting Less Money.  So if you look at 2014, your Tax Millage or your Taxable Value, is what drove the Amount of Collections was at $136,214,578.00.  Okay, that was the Taxable Value of your Property within the State...

LeJeune continued in 2016 or 2015 on Page 6, the next page that Value went to $165,772,000.00, so I mean although our Collections Increased conceivably if we had Rolled our Millage Back you would have been deemed Negatively because of that Increase in the Value because you had the Ability to Create Taxes.  Not whether you chose to or not.  It is just how it works.  Logically I don’t quite understand that, it seems like the Dollars coming in Door would make more sense rather than whether you choose or not to choose to Tax your Taxpayers or not.  That is the Rules that you are playing with.  Now what we did do and I will go into some of the Actions that we are thinking of taking, one of which was if you go to the next page on Page 7, you have the 2016 Millage, which sort of seems strange to me is we went from $136 Million in Taxable Value...

LeJeune continued and basically the Tax Commission Issued an Adjustment against this 2015 Millage to the Tune of about $17 Million Dollars.  So I have submitted that Data to the Department of Education to consider before they Finalize Funding and you will see that if you go to Page 9.  Okay, it may help us, I don’t think it is going to be a $625,000.00.  But one of the things they do in the Formula is that if you have a Big Increase, you can see the 3rd and 4th Columns  were the Numbers I was referring to earlier, that $165 Million compared to $136 Million, we had a 21% Increase in our the Value of Property here, but they only Limit you to 10%.  So they don’t hit you all at once with any kind of Negative Adjustments.  So they Limited us to 10%, rather than 21%, so the Adjustment could have been Larger.  But I or one of the things that we have done is as we have looked at the change and figured out there was some Adjustment that $165 Million Dollars is not a True Number, that we have submitted that to the DOE with the idea that they are going to Reduce that Number, it will get underneath this $149 Million Dollars.  So our Taxable Value will still have gone Up, but not as High, so I think there will be some give-back to our MFP as a result...

Sam, Superintendent related no, what I am saying is, keep in mind okay there is the Local Taxes and the MFP, those are how a Student is Funded in whole.  Okay, so the Local Tax Money is, would be equal, let’s say $6,000.00 per Student, the Charter School gets $6,000.00 and we get $6,000.00.  The State Department of Education, LDOE, in the MFP Formula will give us an amount of money, last year it might have been $4,000.00, this year it looks like it might be $3,000.00.  I am just saying hypothetically, so we would get $3,000.00 Per Student and the Charter would get $3,000.00 Per Student.  So whatever that Reduction is from the LDOE, they take the same Reduction in the Amount that we do as well.

Sam, Superintendent related Mr. President and Members of the Board, we are going to ask Mrs. Emily Hurst to share with us a brief presentation regarding the New Teacher Induction Program that we are going to implement for the 2017/2018 School Year.  So we are going to turn it over to Mrs. Hurst.

 

                          Mrs. Emily Hurst related good evening, thank ya’ll so much for letting me be here, I am so excited to tell you guys a little bit about Evolution Feliciana, which is our New Teacher Induction Program.  The purpose of our Induction Program is to immerse New Teachers into the Teaching Profession and we want to support our Brand New Teachers through their very first year of Teaching.  We Teach New Teachers how to run a Procedure Based Classroom, we aid our New Teachers in setting up Routines and Procedures, typically which is where our New Teachers struggle the most.  There are Routines and Procedures are always a difficult thing.  We give New Teachers an opportunity to receive “specific” feedback and support that is tailored to their specific needs and we create a Cohort of New Teachers with which resources and support can be shared.  Our Pilot Year was this Year, we kind of ran it and kind of made changes as we went, it was a good Year.  We did six (6) Cohort Meetings, those are after school meetings, that were about an hour and a half each time.  The Topics we covered were Routines and Procedures, Gathering and Analyzing Data looking at Student Data, how to Write a Good Lesson Plan, Analyzing each standard and Teaching to the Depth, Depth is always a struggle with a New Teacher, because you read a Standard and it looks something you know you should be Teaching, but then there are those Code Words that tell you what Depth, you really need to be Teaching at, what Depth they are going to be Tested at.  So that is something that we looked at.  Using Resources that are outside of our regular curriculum, that is a difficult thing to find, we have Curriculum, we have a Curriculum, we have a Curriculum Team they do a good job, but finding those extra resources to aid on that classroom Teacher is really important.  So helping them find that.  Behavior Plans, doing a Behavior Plan and setting up a Reward Based Classroom Management, we talked a lot about that, how to get your Kids to do what you ask them to do and how to Reward them.  And then Parent Communications, this was probably one of the more successful ones, was making Parent Phone Calls.  It is a scarey thing to do when you are a Brand New Teacher, honestly actually the or one of the Ladies we are going to hear from in just a minute did one of the best Phone Calls I have ever seen in my life, she was amazing.  But they really got into it and it was really a great meeting.  I observed and provided feed back to each and every Teacher and each and every New Teacher.  I Modeled Lessons, I planned with New Teachers, I co-taught with them, I also spent time Consulting with their Master Teachers, Principals and Assistant Principals.  Luckily for our Parish you have the greatest Staff every, they have all been incredibly receptive, have sat with me on multiple occasions, worked with me trying to figure out what or you know how can I support their New Teachers and hopefully Next Year it is going to be a much better, it will be even better.  We recorded the Progress of the New Teachers to help assess and what our next steps were and helped them to find Curriculum Resources.  At this moment I would like to let you talk or meet two (2) of my Brand New Teachers, now I brought you my All Stars, so this is that Miss Mia Taylor and Mr. DeQuincey Matthews and these are my All Stars, they truly are and have been the most pleasure to work with.  But they have just a couple of words they would like to share.

 

                          DeQuincey Matthews, Teacher, EFMS related to Board President Terrell and Superintendent Sam, School Board Members and all assembled in the Audience, it is indeed an honor to stand here on behalf of the New Teachers and give a Testimony as to how the New Teacher Cohort has helped me as a first year Teacher.  If you asked Mrs. Hurst who was her most troublesome and difficult New Teachers were during the New Cohort, I am quite sure she would tell you me and Miss Taylor were those Students.  If there was a question I went to New Teacher Cohort was helpful to the New Teachers in the District, my answer to their question would be it was indeed helpful.  The New Teacher Cohort eased the stresses I had beginning this School Year as a New Teacher.  Although I went through a traditional Teacher Educational Program at College and had the opportunity to Student Teach, those two (2) things alone did not prepare me for the real life challenges I would face as a first year Teacher in the Classroom.  The New Teacher Cohort helped soothe the nervousness and stresses not only I experienced, going through my first year of Teaching, but others that were a part of the Cohort as well.  The New Teachers in the District formed lasting bonds because of the Cohort and we were able to provide each other with ideas and things that would benefit all students in the classrooms.  If I had to rate each of the Professional Developments that the Cohort offered, I would rate them all as being very beneficial to the success of being a New Teacher.  The Professional Developments that I enjoyed most was the Professional Development on Classroom Management and the Professional Development on Resources that would help us in our Classrooms.  Although all of the Professional Developments were meaningful and informative, these were my favorites, any Teacher knows that without Classroom Management it is hard to provide quality Instruction to Students.  The Classroom Management Professional Development helped me to form Systems to use in the Classroom that would help provide a fun yet structured Learning Environment.  Mrs. Hurst does an excellent job in making sure she provides us with feedback when she comes in and observes.  I must say that her feedback is constructive, meaningful and it helps New Teachers to improve their Craft at getting young minds eager to learn.  One piece of feedback she gave me was to give Students a way to show that they agree or disagree with an answer in Class and she said to try and let them do a silent crazy dance.  I tried it and the Students loved it, one time I forgot that this was the Students way of Celebrating a correct answer and one Student did a silent dance and I was  looking like what are you doing and he answered I am Celebrating the correct answer Mr. Matthews, I replied I forgot that is the way that you Celebrate your answer.  I was always anxious to see Mrs. Hurst notes after she came and observed because I wanted to know what I needed to improve on in my class.  In my opinion the New Teacher Cohort was a very helpful Tool to aid New Teachers in a District if they have no Training and useful Resource for those New Teachers that still have trouble figuring out where to start.  Thank you.

                          Miss Mia Taylor, HQ Teacher, East Feliciana High School related that is a tough act to follow!  I have no speech prepared, I am the 10th Grade Biology Teacher at East Feliciana High School and I am fresh out of College as of mid-December.  So I do not have a full year in the Classroom, unlike Mr. Matthews here, but I do feel very confident in the New Teacher Program that Mrs. Hurst has included me in.  No doubt the Professional Developments have been very useful, especially the one about the Parent Phone Calls that she was telling you about, there is nothing more nerve racking than having to speak with a Parent and you have no idea of where their thoughts will come from because often times the Parent thinks that they are always right or they just may not know what is going on in the Classroom and you have to give the whole Scope of things without being bias at all.  So definitely on Parent Phone Calls, trying to figure out what of kind of form of Assessment that you should be using in the Classroom as well as Classroom Management like Mr. Matthews hit on.  In my Classroom there is a Ticket Reward System and I hand out Blue Tickets for a random number of things and there is no doubt at all that is the most or that is the strongest thing that keeps my Classroom together.  It pulls them all together and makes them want to participate and it keeps their Behavior under control and that is something that, along with Mrs. Hurst information about Classroom Management, that has allowed me to build my Classroom to where it is now.  I definitely think that every New Teacher fresh out of College or wherever you come from should be able to go through a New Teacher Program because you need to be able to hear the sides and the opinions of your piers.  Those people who are also first year Teachers, because we do not all have the same experiences, some of us come in really strong and some of us come in very scared.  I don’t know how, but I was really both, scared and strong!  But you definitely need a Support System and that is what the New Teacher Program has been for me, a Support System, a Family, people that you can call.  I can call Mrs. Hurst at any point and she will answer and she will have the answers to all of the questions that I have especially if it is dealing with a Parent.  So I definitely think that this is something that we should keep and it is very beneficial.  Thank you.

                          Miss Hurst continued okay, let’s talk about what Next Year has in store.  Like I said  this was a Pilot Year, our Next Year we are going to do our Summer Induction Program, we are going to do four (4) days.  Unfortunately I only got two (2) hours with my babies this year, but I am going to get four (4) days this year, thank you Mr. Sam.  It is going to be based loosely on the Book The First Day of Schools, which is pretty much the Bible for any brand New Teacher every.  It will definitely cover the majority of it is setting up a Routine Based Classroom.  They are also going to meet their Evolution Associate, we are working on each New Teacher having what is called a Associate, which will serve kind of as a Mentor on Campus.  A point Person that is near them in proximity and near them in Grade Level and what it is that they are Teaching and we are going to call them an Associate.  We talked about calling them Mentors, but we already have the TAP Program with the Mentors and we don’t really want to get them confused.  We will have eight (8) Cohort Meetings, instead of six (6), with the exception of December because December is just crazy and I am not bringing them in for that.  They will continue to get Observations with feedback from me, as well as from their Evolution Associate, none of those are Evaluative and the Evolution Associate will have a scripted format to follow.  This year the Agendas for our four (4) day Training it is hard to read from here from here, but I can get you a better copy, but I will let you know the majority of it is Classroom Procedures and Routines, Procedures and Routines, Procedures and Routines.  That is what the majority of the Week is about, also Mrs. Netterville has been kind enough to move her Orientation, so we will do that Noon Employee Orientation as well as getting them indoctrinated with their e-mail systems, all of their you know those passwords and user names and all of those things they need to be able to be successful on the first day of School.  Our Professional Development for the Next Year this is kind of how we are going to work it, in August we are going to continue to talk about Classroom Management and Behavior Intervention.  In September we are going to look at Standards, Common Core Standards and GLE’s and Lesson Planning.  In October Parent Phone Calls, I did it later in the year this year, but I got a lot of feedback from most everyone of my New Teachers who said Mrs. Hurst why did we just do this in April, we needed this earlier in the Year.  So listening to that, we are going to move that up some.  In November we are going to talk about some District Instructional Strategies and using a Tracker to Track your Data.  In January making Assessments that actually Assess Standards, which is a difficult thing for New Teachers who has never made a or has never even seen the Tests.  In February talking about Backwards Design which just Good Lesson and Unit Planning.  In March we are going to do how to Plan for the LEAP effectively, it is a skill, it really is.  It is a hard thing to do is how to Plan for Effective Lessons that actually do good review.  In April Teaching after the Tests, what do you do, what do you Teach. And in May we are going to have a Celebration Dinner and that is brief overview...

Sam, Superintendent continued and we are going to Compensate the Associate $500.00 a Year.  Okay, so that Mentor, if you want to call it a Mentor will serve as a Coach to that Teacher.  Because they are Brand New Teachers, these Teachers just gave you Testimony on that and the Research is very clear if you don’t Support Teachers in their first 2 to 3 Years, they either quite or leave the Profession and never come back.  What we are trying to do is to build capacity within the District, to make sure that we bring New People in the District and we indoctrinate them to Routines, Procedures, we indoctrinate them to the School System.  They become part of the Family, they have a Support mechanism, we provide them with Resources timely, they get on that first day of School running.  Most of the Educators in this room can tell you they probably didn’t have that level of Support anywhere or where ever they began their Career.  These two (2) Individuals were rather lucky to get that kind of Support from someone within the District who they could call on a whim.  So we are going to try to Partner them with someone who we feel is Qualified to serve as their Coach on the School Campus.  But we are going to Compensate them $500.00 Stipend to do that and we are going to pay that through our Title II Funds.  So you know for example what does it Costs, well let’s say we had 12 Associates this Year because we had 12 New Teachers, because we are going to try to make it a 1 to 1.  But I may have a Teacher who might have to Support both of these Teachers, now they are still going to only get $500.00.  So you know and it might Costs us $5,000.00, but I think a $5,000.00 Investment into these New Teachers will be well worth it in the long term, for one to sustain their Employment for a longer period of time and two give them the Skills, the Knowledge and the Ability to be an Effective First Year Teacher...

                          Mrs. Hurst related and I understand your concern complete and as a Master Teacher I serviced as a Master Teacher under Mrs. Phillips for a couple of years and I ran her New Teacher, we kind of did our own little New Teacher indoctrination and I will tell you that as a Master Teacher I honestly had the privilege of having more New Teachers than I ever had Veterans.  So I developed my own Cohort as a Master Teacher, but I only had, I think only had what 11 Teachers at a time.  So I had 11 Teachers probably, more than half of them, I would say 8 at a time, were probably New Teachers.  I spent my entire Summer, my Nights, my Weekends and most of my time on Campus with those 8 Teachers.  It consumed pretty much my Master Teacher Position...

                          Mrs. Hurst continued so as a Master Teacher, while I or that is why I am lucky to do this now, I love New Teachers they are wonderful but they consume a lot of time.  There is a lot of just questions that you don’t know to ask until you get in a Classroom and it takes a lot of work and so to put our Master Teachers are going to be stretched pretty thin next Year and our Mentor Teachers are also going to be covering I mean Sarah what is the Ratio is it...

                          Laron McCurry, Principal, East Feliciana Middle School related I can just speak for myself, if she doesn’t do it and the Associates don’t do it, we at the Building Level will have to do it and it won’t nearly as effective as her Program will.  Because those Associates and herself they pretty much concentrate directly on that.  Where for myself I wouldn’t be able to, some of the things that she has up there, we wouldn’t be or we would never get to...

 

                          Board Member Nesbitt related oh, okay.  But now I understand that, but now my thing is when you have a New Teacher come in here crying and said I am being picked on or I am about to loose my Job, and this Master Teacher done come in here and done Evaluated her and then if this Master Teacher or if this Teacher comes to me, with the pretended saying and don’t get me wrong, I understand the Master Teacher is going to Evaluations.  It don’t necessarily mean I would prefer the Principal saying that I have Evaluated her as well, but you know who can I ask, do you or how do you see this Teacher, Principals rather than the Master Teachers...

                          Mrs. Hurst related yes, or if they have even been Teaching, I had one this Year who had been Teaching 1 Year, but came to us on her 2nd Year and I added her, so 1 to 2 Years...

                          Mrs. Hurst continued and if they don’t complete the proper or the Program to or if they are not moving in the Program, let’s say that I have gone and done feedback and discussed with the Principals, they repeat it...
