7. Old Business
A. Receive request from Carlos J. Sam, Superintendent and Tommy LeJeune, C.P.A., Partner, Faulk & Winkler LLC, external Business Manager, to revisit issuing of only a capped sum of $250,000.00 out of ad valorum revenues as 13th Check (December, 2017/January, 2018) {Board Approved: 06/06/2017 Agenda Item 8.D.(d) as contained in 2017/2018 FY General Operating Budget} to all eligible employees who are actively employed. The amount to be paid eligible employees will be based on a percentage and according to their base pay earned January through December, 2017. Applicable federal and state taxes, Medicare tax and pension contributions will be deducted from the gross amount.
Pursuant to the requirements of La. R.S. 42:19, matters not included on the agenda posted at least 24 hours prior to the meeting will not be considered unless the school board members present vote unanimously to add the item to the agenda.

There were present: School Board Members Elizabeth Dawson, Melvin L. Hollins, Paul Kent, Mitchell Harrell, Richard Terrell, Joyce A. Kent, Rufus Nesbitt and Michael Bradford. Board Member Rhonda Matthews joined the meeting at 5:13:13 P.M. Board Members absent: Derald Spears, Sr., Timothy Corcoran and Edward Brooks, Jr. Other Attendees: Carlos J. Sam, Superintendent of Schools, Irma Lee Bendily, Confidential Assistant to the Superintendent, Tommy LeJeune, C.P.A. Partner with Faulk & Winkler, LLC and Samuel D’Aquilla, 20th JDC District Attorney.
Board President Richard Terrell opened meeting with prayer by Vice-President Mitchell Harrell. Board President Terrell lead reciting the Pledge of Allegiance to the Flag in unison.
The Parish School Board of the Parish of East Feliciana, State of Louisiana, was duly convened as the governing authority of said Parish for school purposes by Board President Terrell announced the purposes of said meeting in accordance with the aforesaid written notice thereof. Board President Terrell stated the Board was ready for transaction of business and asked that all electronic devices and cell phones be turned off, due to interruption of recording devices. So at this time, kindly turn off your cell phones and electronic devices and I thank you.
Item 2. Board President Terrell called for an attendance roll call, as follows:

Board President Terrell noted we have a quorum of 8, with 4 absent.
Item 3. Board President Terrell proceeded with the agenda and called for a motion to approve the above agenda.
Motion by Mr. Bradford, second by Mrs. J. Kent to approve the above agenda.

Item 4. Board President Terrell proceeded the agenda and called for a motion to approve the minutes of November 7, 2017 regular meeting.

Item 5.A. DeShonda Coleman, Supervisor related okay and proceeded with Item 5.A. School Highlights and turned the floor over to Slaughter Elementary Assistant Principal Tongia Sanders and eight (8) Slaughter Elementary BETA Club Students for their School Highlights presentation.
Board Member Dawson related I would like to give a “Shout Out” to the Slaughter Elementary for all of the Food they did Collect for our Food Bank and they were able to bring Home a mighty nice box of Food for Thanksgiving. So thank ya’ll.
Item 5.B. DeShonda Coleman, Supervisor proceeded with Item 5.B. and related good afternoon...
Board President Terrell related good afternoon.
Supervisor Coleman continued Superintendent Sam, Board President Terrell, Board Members and Audience Guests, at this time I would like to recognize our Employee of the Month for December the Theme for Employee of the Month for December is “Taking Ownership of Their Work.” There is no one more deserving of this Honor other than Mrs. Louise Jackson, Mrs. Jackson has been an Employee of the East Feliciana Parish School Board in various capacities for eight (8) years. She served as a Substitute for five (5) years, a Paraprofessional at Clinton Elementary for two (2) years and is currently serving as the Pre-K Paraprofessional at Slaughter Elementary. This year Slaughter Elementary was faced with circumstance of not having a Teacher for one of their Pre-K Classrooms, Mrs. Jackson willingly and eagerly took over the Role of Lead Teacher, truly taking ownership of the work. The Students continued to grow Academically and Socially under the Leadership of Mrs. Jackson. Because of Employees like her who go above and beyond their duties Slaughter Elementary School continues to be a success. At this time I would like to Recognize the December, 2017 Employee of the Month, Mrs. Louise Jackson. I would also like to say the Company that ugh Taylor & Sons uses for the Plaques, they are out of the Louisiana Plaques, so it is going to be Fed Exed and we will have it to you early next week. I am sorry about that.
Becky Johnson, Representative of Taylor & Sons then presented Mrs. Louise Jackson with related items and said I will bring it to you! Congratulations.
Supervisor Coleman called for a photo opportunity with Ms. Becky Johnson, Mrs. Louise Jackson and Slaughter Elementary Principal Kimberly Glascock.
Item 5.C. DeShonda Coleman, Supervisor related Slaughter Elementary would like to recognize Mrs. Aimee Bellue as their December Volunteer of the Month. Mrs. Bellue is the Mother of Isabelle Bellue a 1st Grade Student at Slaughter Elementary. She supports the Student and Faculty in many ways, she assists Teachers in the Classroom by reading to the Class, assisting with crafts and helping when ever and where ever needed. She Volunteers to help with many of the Fund Raisers at Slaughter Elementary such as the Annual Book Fair, Shirt Sales, their Christmas Pictures with Santa. Without the support of Parents like Mrs. Bellue Slaughter Elementary would not be the success that it is today. At this time I would like to recognize our December Volunteer of the Month, Mrs. Aimee Bellue. She then thanked Mrs. Bellue for Volunteering and presented her with a gift.

Director Smith continued this evening I have the pleasure of sharing with you a Draft Copy of the 2017 East Feliciana Public Schools Christmas Post Card that you should have in your packet. Please keep in mind that this is just a “Rough Draft”. This year we decided to showcase some of our accomplishments as well as school activities such as the “Back to School Roundup”, “Donna Britt ALS Donation”, “National School Lunch Week”, “Student of the Month”, ugh “Balloon Release” at the Academic Celebration A, B Honor Roll and the “Great American Solar Eclipse”. Most of these Photos can be found on our website, so like I said keep in mind that this is just a “Rough Draft”.

Item 6.A. Board President Terrell proceeded with the Sales Tax Collections Report.
Carlos J. Sam, Superintendent related Mr. LeJeune.
Tommy LeJeune, C.P.A., Partner with Faulk & Winkler, LLC related to Mr. Terrell, ugh you’ve got three (3) pages to your Sales Tax Collection Report for December, ugh for the Month of October you had just shy of $700,000.00 in Collections, right at $688,000.00 for both School Board and the Parish. Ugh Delinquent Sales Tax Collections that is reported here is $4,200.00, however it does not include some of the recent agreements that you have, so that number and I have met with your Staff to Revise this moving forward, that number is actually $54,278.00 because you do have a Monthly Arrangement with one (1) Tax Payer right now and a Quarterly Arrangement with another. So that number is larger than what is ugh being reported. Ugh coming down and looking at the Month of October, you can see you are at $275,000.00 of Collections, compared to about $285,000.00 last year. Ugh if you back out some of the ugh Delinquent Collections were actually down quite a bit, so it is a little of a disturbing Month. Fortunately for the Year we are still up quite a bit, you know when you look at July and August in particular, but the last Couple of Months it really began to level out and fall below where you have been in the past. It is something that we will keep our eye on. Ugh on the third page, ugh I spoke with Mr. Sam, this is the ugh additional reports for our 2% that is being Collected on some of your Rebuild Taxes and so there are a couple of Taxpayers listed in terms of what they are reflecting on their Sales Tax Reports each Month for the 2% ugh Sales that you guys are collecting. We are going to pass this along to your Sales Tax Auditor periodically just to make sure that what is here is reasonable...

C.P.A. LeJeune continued ugh the first Taxpayer, as I kind of do the math, it looks like a reasonable amount. The other two (2) behind it, I can’t say, so ugh and whether there should be more on the List. So in any event, I think you’ve got a process in place, to sort of monitor these types of activities that we are going to use to help them do that.

Carlos J. Sam, Superintendent related that Mrs. Guidry is our Executive Master Teacher for the TAP Program, so...
District Exec. Master Teacher Guidry related so ugh you know we are part of this TIF Grant and ugh part of the Grant is National Conference, so this Grant Pays for our People to attend the National Conference and what it does is it this is kind of a unique Conference in the sense that it is not for one specific person. It has Sessions throughout those days for Career Teachers, Mentor Teachers, Master Teacher, School Administrators and even District Employees and the Sessions are very ugh focused on Job Imbedded P.D. at the Individual Levels. So it not just one thing, it is very Individualized and so it gives an opportunity for each School to bring Representatives from at all Levels from a Teacher to Administrator to go and gain knowledge to bring back to their School and make improvement.
Board Member P. Kent questioned so why would you, I understand that you are saying what you are saying, but 21 People leaving the System on these dates and ugh why couldn’t 1 or 2 bring back the information to those Schools?
District Exec. Master Teacher Guidry related they could but it is one (1) Administrator ugh the Master Teacher and the Mentor Teacher so it divided up. Essentially you are look at seven (7) Teachers ugh out of that 21, so it is not 21 People leaving the Classroom, it is only a few Mentor and Career Teachers leaving and ugh Leadership Position. So it gives them a chance to go, it is not doubling up in the sense that there it is not two (2) Administrators attending from that School, there is not two (2) Master ....
Board Member P. Kent questioned does this ugh TAP have a ugh State Convention too?
Board Member Bradford related that is a good question.
District Exec. Master Teacher Guidry related they do not, last year the Convention was Hosted in New Orleans, it kind of popcorned around to where they are Hosting it each year, this year it just happens to be in D.C.
Board Member P. Kent questioned this and you are talking about the National being held....
District Exec. Master Teacher Guidry related the National, there is not ugh a Local, they do a Summer Institute in Texas, ugh but it has got a little bit of a different Focus than this one, this one Focuses on ugh Support, moving ugh, making better P.D. for your Teachers, Job Imbedded during those Cluster Meetings. Whereas, the Summer Institute Focuses on Planning, Goal Setting and ugh Developing a Plan for next upcoming School Year.

Sam, Superintendent related so if the Board recalls ugh the President of NIET, ugh former Superintendent of Ascension Parish, Ms. Patrice Pujol addressed the Board ugh we were 1 of I don’t know 7 or 8 Districts that was fortunate enough to receive a huge Grant, it is a National Federal Funded Grant, ugh to Improve Schools particularly Low Performing Schools ugh and Improve you know Teacher Abilities. Ugh yeah it is in the Millions of Dollars ugh for this particular District because it Pays for Salaries and Benefits for ugh Master Teachers, and Stipends for Mentor Teachers, it Pays for Incentatives Pay, Performance Based Pay that Teachers will obviously earn ugh at the End of this School Year. Ugh it Pays for you know us to I don’t want to say “reward” but “allow” Teachers to go to Washington D.C. and Network with other Educators around the Country to learn more about you know the TAP Initiative. So ugh we can get you a hard figure, um Mr. P. Kent on the on the Dollar Amount, ugh the Grant is divided into several components, one is obviously Travel, they allowed I think 25 Spots for us...

Supervisor Bell related the Maintenance Department has been working with ugh Mr. Big Brown and Clinton Elementary School Administrators to paint the Hallways of the School. Mr. Big Brown will also be returning to paint Interior Doors and replace Rubberized Base Boards in the Hallways. As you may recall Mr. Big Brown Donated $1,000.00 to the School approximately 2 Months ago. We know that Mr. Big Brown is not his ugh name, and ugh he refuses to tell us the same! But ugh none the less we would like Thank Mr. Big Brown for all that he has ugh done for Clinton Elementary School and all that he has promised to do in the Future. The District is also working per Board directives to ugh secure a Drive able Right-of-Way at Slaughter Elementary School for Car Lanes to help ease the Traffic on Highway 412. The District has been Evaluating Surveyors to locate the Property Lines and the Superintendent has reached out to the Mayor and met with the Mayor of Slaughter to ugh look at other available Options for that specific location and that problem. Finally the District received $3,200.00 from LARMA Grant to Install Security Cameras on Buses, well target Buses that is and that completes the Maintenance Operations Report.

LeJeune continued kinda walk you through you know how much Funds you Collected this Year, what has been Spent and what represents Excess, Projected to represent Excess at the end of the Calendar Year. I am at the top and basically through October we have an unspent Balance um of right at about $565,524.00 of ugh Ad Valorem Tax Collections, so this is the 17.0 Mill Tax that you Collect that is Dedicated to Employees Salaries and Benefits. Ugh we have been Spending about $185,000.00 a Month out of that Sum of Money, so if that carries on through November into December, we have got a Projected Excess of right at about $194,524.00. Ugh what we have Recommended you know Mr. Sam and I met and we have typically left some Reserve, ugh you know just to be Conservative. So Last Year we left about $50,000.00, but I am Recommending this Year is $20,000.00, ugh for a number of reasons. Ugh but that would leave the Stipend at about $175,000.00 and there are some key points I am going to walk through. The second box basically I have got ‘16 married up to ‘17, just to sort of explain the change from one year to the next. Ugh looking at our Tax Collections with the 17 Mill Tax, last year we are at $2,466,001.00, this year we are at $2,366,771.00, so it is about a $100,000.00 Decline in Tax Collections. So if you look at the Prior Years Stipend compared to the regular this Years Stipend ugh that is there the third line is the other point I want to make, that I looked at the Spending Prior to ugh your Stipend and it is right at about $2.2 Million for each year, so you don’t have a real increase in terms of Spending out of this source of Money. Ugh the big thing is just the Net Taxable Value on the Tax Rolls has Declined has basically resulted in about a $100,000.00 at this point in time Reduction in Collections. So that is why I am Recommending, or we are Recommending a ugh Smaller Number, unfortunately. Ugh so basically that is where you are relative to this.
