MINUTES OF THE REGULAR MEETING

OF THE EAST FELICIANA PARISH SCHOOL BOARD

HELD January 10, 2023

The East Feliciana Parish School Board (EFPSB) met for a regular session at the EFPSB office at 12732 Silliman Street, Clinton, Louisiana 70722 on Tuesday, January 10, 2022 at 5:00 p.m.

Keisha L. Netterville, Superintendent of the EFPSB, called the meeting to order at 5:00p.m. Prayer led by Board President Richard Terrell and pledge said in unison. The attendance status of board members was as follows:

Agenda Approved

Board Member Joyce Kent made a motion to approve the agenda with addendum and Board Member J.D. Dantzler seconded the motion. The motion to approve the agenda of the January 10, 2023 Regular Board Meeting passed with no opposition.

Election of Board Officers and Appointment of Committee and Chairpersons

Election of Board President and Vice President (January 2023 through December 2024 per policy File: BBA) were done at this time. Board Member Paul Kent made the nomination for Richard Terrell as Board President; there were no oppositions to this nomination so Board Member Joyce Kent closed nominations. A roll call vote was requested and the outcome was as follows: Mitchell Harrell, Paul Kent, Peidera Sims, Joyce Kent, Patrician King Clayton Elkins, Rufus Nesbitt, Melissa Davis, Lillian Drake all voted yes and Board Member Michael Bradford was absent.

Board Member Paul Kent made the nomination for Mitchell Harrell as Board Vice President; there were no oppositions to this nomination so Board Member J. D. Dantzler closed nominations. A roll call vote was requested and the outcome was as follows: Richard Terrell, Paul Kent, Peidera Sims, Joyce Kent, Patrician King Clayton Elkins, Rufus Nesbitt, Melissa Davis, Lillian Drake all voted yes and Board Member Michael Bradford was absent.

At this time, Board President Elect Richard Terrell noted that Appointments to Committees and Chairpersons revisions and changes would be made later and shared with all parties involved,

Minutes Approved

Board Vice President Mitchell Harrell moved to approve the minutes of the December 6, 2022 Regular Board Meeting and Board Member Joyce Kent seconded the motion. The motion to approve the minutes passed with no opposition.

Special Recognitions

Presentations were made for employee of the month from STEAM Academy, students of the month from all schools and School Board Members for January 2022.

Communications/Reports

Sales Tax Collection Report

The Sales Tax Collection Report was presented and received by the board.

Superintendent's Report

The board received the Superintendent's Report as follows:

A motion was made by Board Member Joyce Kent and seconded by Board Vice President Mitchell Harrell to receive authorization for minute entry to reflect Louisiana Board of Ethics training certificates and/or Campaign Finance Disclosure training as requested by the Louisiana School Board Association for J.D. Dantzler, Rufus Nesbitt and Lillian Drake. This motion passed with no opposition.

Personnel Report was presented to the board (for information only).

Old Business

The Board reviewed and approved the Annual Single Sales Tax Collection Agreement and Annual Sales Tax Software Recurring Fee between the East Feliciana Parish School Board and the East Feliciana Parish Police Jury. The motion to approve was made by Board Member Joyce Kent and seconded by Board Member J.D. Dantzler. The motion passed with no opposition.

New Business

The Board received and reviewed the written request for use of facilities by the Clinton High School Alumni to use East Feliciana Middle School grounds and parking lot from 9:00 am until 5:00pm on June 3, 2023 to host a Class Reunion Picnic. Further requested all fees be waived.

The Board received and reviewed the written request for use of facilities by the East Feliciana Alumni Association to use The STEAM Academy auditorium, restrooms and parking lot from 12:00pm until 10:00pm on February 11, 2023 to host a Valentine's Day Gala. Further requested all fees be waived.

Board Member Joyce Kent made the motion to accept all items above and Board Vice President Mitchell Harrell seconded the motion. The motion passed with no opposition.

The Board received and reviewed presentation from the 2022 Annual Financial Audit conducted by Kolder, Slaven and Company LLC.

Adjournment

President Terrell moved to adjourn and a motion made by Board Member Joyce Kent and second by Board Member J.D. Dantzler. The January 10, 2023 Regular Board meeting ended at 5:59 p.m.
