MINUTES OF THE REGULAR MEETING

OF THE EAST FELICIANA PARISH SCHOOL BOARD

HELD February 7, 2023

 

The East Feliciana Parish School Board (EFPSB) met for a regular session at the EFPSB office at 12732 Silliman Street, Clinton, Louisiana 70722 on Tuesday, February 7, 2023 at 5:00 p.m.

 

Keisha L. Netterville, Superintendent of the EFPSB, called the meeting to order at 5:00p.m. Prayer led by Board Vice President Mitchell Harrell and pledge said in unison. The attendance status of board members was as follows:

Agenda Approved

Board Member Michael Bradford made a motion to approve the agenda with addendum and Board Member Joyce Kent seconded the motion. The motion to approve the agenda of the February 7, 2023 Regular Board Meeting passed with no opposition.

 

Minutes Approved

Board Member Michael Bradford made a motion to approve the minutes of the January 10, 2023 Regular Board Meeting and Board Member Joyce Kent seconded the motion. The motion to approve the minutes passed with no opposition.

 

Special Recognitions

Presentations were made for employee of the month from East Feliciana Middle School, students of the month from all schools, Teacher of the Year School from all schools, Counselor Week in recognition of school counselors and recognition of National Resource Office Day.

 

Communications/Reverts-

A moment of silence was given for expressions of sympathy

 

Sales Tax Collection Report

The Sales Tax Collection Report was presented and received by the board.

 

Superintendent's Report

The board received the Superintendent's Report as follows:

A motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent to receive authorization for minute entry to reflect Louisiana Board of Ethics training certificates and/or Campaign Finance Disclosure training as requested by the Louisiana School Board Association for Peidera Sims, Clayton Elkins and Mitchell Harrell. The motion passed with no opposition.

 

A motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent to receive for adoption the School Board Member training resolution in recognition of the following board members that have successfully received and exceeded the six hours of required trainings as mandated by the Legislature of Louisiana and all Board members have fulfilled the mandate of one hour of Ethics Training for the year 2022 as follows:

A motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent to receive for Recognition of Certified School Board Members for the 2022 Calendar Year. Louisiana Revised Statue17:53 notes that any school board member that voluntarily completes twenty or more LSBA approved hours of training during a calendar year should receive this designation. Those board members are as follows:

The motion passed with no opposition.

 

The motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent to receive Recognition of Distinguished School Board Members during the 2019-2022 School Board Term. Louisiana Revised Statue 17:53 notes that any school board member that voluntarily completes a minimum of sixteen hours of LSBA approved continuing learning units in the first year of their term (2019), and, six hours of LSBA approved continuing learning units in each subsequent calendar year (6 or more in 2020, 6 or more in 2021, and-6- or more-in 2022) should receive the designation. Those board members are as follows:

The motion passed with no opposition.

 

The motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent to receive the Request Board ratification of Keisha L. Netterville, Superintendent, using her discretion on behalf of the East Feliciana Parish School Board; in receipt and disbursement of check in the amount of $1,000.00 from Richardson Funeral Home, presented to East Feliciana Afterschool Programs, to be used for snacks, incentives and rewards for students in the EF Accelerate Afterschool Tutoring program.

The motion passed with no opposition.

 

The motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent to Receive request for approval to move the March 7, 2023 Regular Board Meeting to March 14, 2023 due to LSBA Convention being held in Lake Charles and also the July 11, 2023 Regular Board Meeting to July 18, 2023

The motion passed with no opposition.

 

Personnel Report was presented to the board (for information only).

 

Old Business

The Board approved an update/addendum to Bulletin 1566 section of the Pupil Progression Plan for 2022-2023 as it relates to the change in Louisiana State Law. The motion to approve was made by Board Vice President Mitchell Harrell and seconded by Board Member Michael Bradford. The motion passed with no opposition.

 

New Business

The Board received and reviewed the written request for out- of -state travel for the East Feliciana Middle School Beta Club to travel to the Mississippi Civil Rights Museum in Jackson, MS on February 17, 2023.

 

The Board received and reviewed the written request for out-of- state travel for the East Feliciano. High School track team to travel to the Mobile, AL to participate in the Mobile Challenge of Champions departing on March 31, 2023 and returning on April 1, 2023.

 

The Board received and reviewed the written request for use of facilities by the East Feliciana Drug and Alcohol Awareness Council to use The STEAM Academy auditorium from 4:00pm until 12:00pm'on October 20-21, 2023 for the Jazzy Night in the Feliciana's Gala. Further request waiver of fees.

 

Board Member Michael Bradford made the motion to accept the last three items above and Board Member Patricia King seconded the motion. The motion passed with no opposition.

 

Adjournment

President Terrell moved to adjourn and a motion made by Board Member Michael Bradford and second by Board Member Joyce Kent. The February 7, 2023 Regular Board meeting ended at 5:42 p.m.
