MINUTES OF THE REGULAR MEETING

OF THE EAST FELICIANA PARISH SCHOOL BOARD►

HELD March 14, 2023

The East Feliciana Parish School Board (EFPSB) met for a regular session at the EFPSB office at 12732 Silliman Street, Clinton, Louisiana 70722 on Tuesday, March 14, 2023 at 5:00 p.m.

Keisha L. Netterville, Superintendent of the EFPSB, called the meeting to order at 5:00p.m. Prayer led by Board Member Lillian Drake and pledge said in unison. The attendance status of board members was as follows:

Agenda Approved

Board Member Michael Bradford made a motion to approve the agenda and Board Member Joyce Kent seconded the motion. The motion to approve the agenda of the March 14, 2023 Regular Board Meeting passed with no opposition.

Minutes Approved

Board Member Michael Bradford made a motion to approve the minutes of the February 7, 2023 Regular Board Meeting and Board Member Joyce Kent seconded the motion. The motion to approve the minutes passed with no opposition.

Special Recognitions

Presentations were made for employee of the month from East Feliciana Enrichment Academy, students of the year from all schools, Special Recognitions from Jackson, Slaughter Elementary and East Feliciana High Schools Indoor track and Boys Basketball Team.

Communications/Reports

A moment of silence was given for expressions of sympathy

Sales Tax Collection Report

The Sales Tax Collection Report was presented and received by the board.

Superintendent's Report

The board received the Superintendent's Report as follows:

A motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent to receive authorization for minute entry to reflect Louisiana Board of Ethics training certificates and/or Campaign Finance Disclosure training as requested by the Louisiana School Board Association for Board President Richard Terrell and, Board Member Melissa Davis. The motion passed with no opposition.

The motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent to receive the Request Board ratification of Keisha L. Netterville, Superintendent, using her discretion on behalf of the East Feliciana Parish School Board; in receipt and disbursement of check in the amount of $1,125.00 each from MT Transloading, LLC, presented to East Feliciana High Schools Boys Track Team, Girls Track Team and Boys Baseball Team. The motion passed with no opposition.

For informational purposes, the Exceptional Student Services Department announced their Transition Open house to be held on March 28, 2023 at East Feliciana High school from 9:00am until 11:00am.

New Business

The Board received the Joint Finance and Building Committee report from the meeting that was held on March 14, 2023 starting at 4:30 pm., Board Member Mitchell Harrell made the motion to approve the agenda and it was seconded by Board Member Clayton Elkins. Chairperson Michael Bradford turned it over to Tommy Lejeune to go over the agenda items as listed:

A.     Review Tax Schedules

B.     Review of monthly expenses

C.     Review of infrastructural projects proposal

Mr. Lejeune proceeded with the revenue and expenditures report, the summary operating statement for six months ended December 31, 2022 and the facilities project, which consisted of Athletic facilities at East Feliciana High School. The committee decided to bring infrastructural project back to an April Finance Meeting. The motion to adjourn was made by Board President Mitch Harrell and seconded by Board Member Clayton Elkins. The Joint Finance and Building Committee meeting ended at 4:48pm.

The Board received and reviewed the written request for use of facilities by Village of Wilson to use The STEAM Academy's sanctuary, restrooms and parking lot to host Recognition Program on March 18, 2023 from 12:00pm until 10:00pm. Further request waiver of fees. Board Member Michael Bradford made the motion to accept and Board Member Patricia King seconded the motion. The motion passed with no opposition.

The Board received and reviewed written request for out-of- state travel for staff of the East Feliciana Parish Public Schools to travel to the 2023 NIET National Conference in Indianapolis, IN on March 23-24, 2023 {funding source: Title I, INUIT Board Member Michael Bradford made the motion to accept and Board Member Joyce Kent seconded the motion. The motion passed with no opposition.

Board Member Michael Bradford made a motion at 5:35pm to go into executive session to discuss the final item on the board agenda of student expulsion appeals. The motion was seconded by Board Vice President Mitch Harrell and passed with no opposition.

At 6:18pm a motion was made by Board President Mitch Harrell to reconvene meeting and end executive session. The motion was seconded by Board Member Joyce Kent. The motion passed with no opposition.

Adjournment

President Terrell moved to adjourn and a motion made by Board Member Michael Bradford and second by Board Member Joyce Kent. The March 14, 2023 Regular Board meeting ended at 6:19 p.m.
