MINUTES OF THE REGULAR MEETING
OF THE EAST FELICIANA PARISH SCHOOL BOARD
HELD May 9, 2023
The East Feliciana Parish School Board (EFPSB) met for a regular session at the EFPSB office at 12732 Silliman Street, Clinton, Louisiana 70722 on Tuesday, May 9, 2023 at 5:00 p.m.
Keisha L. Netterville, Superintendent of the EFPSB, called the meeting to order at 5:00p.m. Prayer led by Board Member Lillian Drake and pledge said in unison. The attendance status of board members was as follows:

Agenda Approved
Board Member Michael Bradford made a motion to approve the agenda and Board Member Joyce Kent seconded the motion. The motion to approve the agenda of the May 9, 2023 Regular Board Meeting passed with no opposition.
Minutes Approved
Board Member Michael Bradford moved to approve the minutes of the April 4, 2023 Regular Board Meeting and the April 18, 2023 Special Meeting and Board Member Joyce Kent seconded the motion. The motion to approve the minutes passed with no opposition.
Special Recognitions
Presentations made by The Central Office for employee of the month and from all schools for Students of the Month for May 2023 and a Special Presentation was made by The STEAM Academy.
Communications/Reports
Sales Tax Collection Report
The Sales Tax Collection Report was received by the Board.
Superintendent's Report
The Superintendent's Report presented as follows:
The Board received information on Open Enrollment with Taylor& Sons from May 1519, 2023, summer work hours and the Personnel Report.
Old Business
Update was given on the Blairstown Solar Farm
New Business
The board received the request for authorization to advertise and or e-bid for the fiscal agent, bread and bread products, food items, milk and milk products, produce, small equipment, large equipment, pest control, cleaning supplies, paper goods and disposables for the 2023-2024 fiscal year. The motion was made by Board Member Michael Bradford and second by Board Member Joyce Kent. The motion passed with no opposition.
The appointment of the Official Journal, The Watchmen for the 2023-2024 fiscal year and the authorization for issuance of annual standards of conduct and certification for procurement for the Eat Feliciana Parish School Board Child nutrition program for the 2023-2024 fiscal year. The motion was made by Board Member Michael Bradford and second by Board Member Joyce Kent. The motion passed with no opposition.
Receive and review written request for use of facilities by Baton Rouge Community College Upward Bound to use East Feliciana High School: 5 classrooms, cafeteria, library and gym from May 30 —June 30, 2023 from 7:00am until 2:30pm for Upward Bound Summer Program. Further request waive of fees. The motion was made by Board Member Michael Bradford and second by Board Member Joyce Kent. The motion passed with no opposition.
Receive and review written request for use of facilities by The Clinton Community Tigers to use East Feliciana Middle Schools Football Field, Bathrooms, Practice Field and Gymnasium on May 27, 2023, for Football camp and cheerleader camp from 9:00am until 3:00pm. Further request wavier of fees. The motion was made by Board Member Michael Bradford and second by Board Member Joyce Kent. The motion passed with no opposition.
Receive and review written request for out-of-state travel for staff of Silliman Institute to travel to the 2023 Innovative Schools Summit in Las Vegas, NV on July 5-9, 2023 {funding source: Silliman Title II Allocation), The motion was made by Board Member Michael Bradford and second by Board Member Joyce Kent. The motion passed with no opposition.
The Board received information on the Louisiana Board of Ethics Annual School Board Member Financial Disclosure Forms due on or before May 15, 2023.
The Board Adopted the Millage rates for the 2023 tax year. The motion was made by Board Member Michael Bradford and second by Board Member Joyce Kent. The motion passed with no opposition. A roll call vote was made and all Board Members voted yes to this item.
Adjournment
President Terrell moved to adjourn and a motion made by Board Member Michael Bradford and second by Board Member Joyce Kent. The May 9, 2023 Regular Board meeting ended at 5:59 p.m.
