MINUTES OF THE REGULAR MEETING

OF THE EAST FELICIANA PARISH SCHOOL BOARD

HELD July 6, 2023

The East Feliciana Parish School Board (EFPSB) met for a regular session at the EFPSB office at 12732 Silliman Street, Clinton, Louisiana 70722 on Tuesday, July 6, 2023 at 5:00 p.m.

Keisha L. Netterville, Superintendent of the EFPSB, called the meeting to order at 5:03p.m. Prayer led by Board Member Lillian Drake and pledge said in unison. The attendance status of board members was as follows:

Agenda Approved

Board Member Michael Bradford made a motion to approve the agenda with changes and Board member Joyce Kent seconded the motion. The motion to approve the agenda of the July 6, 2023 Regular Board Meeting passed with no opposition.

Minutes Approved

Board Member Michael Bradford moved to approve the minutes of the June 6, 2023 Regular Board Meeting. Board Member Joyce Kent seconded the motion. The motion to approve the minutes passed with no opposition.

Special Recognitions

A presentation of their annual donation was made by Martin Macdiarmid, Jr. on behalf of The Knights of Columbus Council 7856 to the Exceptional Student Services Department.

Communications/Reports

A moment of silence was taken for all expressions of sympathy.

Sales Tax Collection Report

The Sales Tax Collection Report was received by the Board.

The Board received the Personnel Report (FOR INFORAMTION ONLY)

Old Business

The Board received for approval the Existing Cooperative Endeavor and Service Agreement for school based services between East Feliciana Parish School Board and Primary Care Providers for a Healthy Feliciana, Inc. (PCPFHF). The motion was made by Board Member Michael Bradford to except with revisions to the contract of one year and removing the monetary amounts as stated by the board and seconded by Board Member Rufus Nesbitt. The motion passed with no opposition.

New Business

The board received the Bid Opening Committee report that was given by Board Member and Chairperson Paul Kent. The Bid Opening Committee met on June 22, 2023 at 1:30pm to receive sealed bids on Fiscal Agent for 2023-2024 and sealed bids on Bread and Bread Product, Food Items, Milk and Milk Products, Produce, Small Equipment, Large Equipment, Pest Control and Cleaning Supplies, Paper Goods and Disposables for the 2023-2024 school year. The bids were received and Chairperson Paul Kent turned all items over to the Superintendent and recommend they be sent to the full board for approval. This information was presented at the regular board meeting and the motion was made by Board Member Michael Bradford to accept and seconded by Board Member Joyce Kent. The motion passed with no opposition.

The board received and reviewed written request for out of state travel by group of nine East Feliciana Middle School students and six chaperones to visit Henry Ford Museum and other sites from July 19-21 in Detroit/Dearborn, Michigan. {Funding Source: Baton Rouge Area Foundation} . The motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent. The motion passed with no opposition.

The board received and reviewed written request for out of state travel by four teachers to Attend Learning in Places STEM training for July 16-18 in Detroit, Michigan. {Funding source: National Science Foundation} . The motion was made by Board Member Michael Bradford and seconded by Board Member Rufus Nesbitt. The motion passed with no opposition.

The board approved and adopted the 2023-2024 Student Code of Conduct and District Policy Handbook. The motion was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent. The motion passed with no opposition

Enrollment request for student ID#3122 Open Expulsion- Executive Session. Motion made by Board Member Michael Bradford to go into Executive session with no time limit and the motion was seconded by Board Member J.D. Dantzler. Motion passed with no opposition and Executive Session started at 5:51pm.

Executive Session ended at 6:08pm

Adjournment

President Terrell moved to adjourn and a motion made by Board Member Michael Bradford and second by Board Member Rufus Nesbitt. The July 6, 2023 Regular Board meeting ended at 6:08 p.m.
