MINUTES OF THE REGULAR MEETING

OF THE EAST FELICIANA PARISH SCHOOL BOARD

HELD October 3, 2023

 

The East Feliciana Parish School Board (EFPSB) met for a regular session at the EFPSB office at 12732 Silliman Street, Clinton, Louisiana 70722 on Tuesday, October 3, 2023 at 5:00 p.m.

 

Keisha L. Netterville, Superintendent of the EFPSB, called the meeting to order at 5:00p.m. Prayer led by Board President Richard Ten-ell and pledge said in unison. The attendance status of board members was as follows:

Agenda Approved

Board Member Michael Bradford made a motion to approve the agenda and Board Member Joyce Kent seconded the motion. The motion to approve the agenda of the October 3, 2023 Regular Board Meeting passed with no opposition

 

Minutes Approved

Board Member Michael Bradford moved to approve the minutes of the September 5, 2023 Regular Board Meeting and Board Vice President Mitchell Harrell seconded the motion. The motion to approve the minutes passed with no opposition.

 

Special Recognition

Presentations were made for retirees, employee of the month from Clinton Elementary and for students of the month from all schools for October 2023 and National Principal's Month was observed.

 

Communications/Reports

A moment of silence was taken for expressions of sympathy.

 

Sales Tax Collection Report

The Sales Tax Collection Report was received by the board.

 

Superintendent's Report

The Superintendent's Report was received by the board as follows:

Old Business

New Business

The Board received the Building Committee meeting report from the meeting held on October 3, 2023 at 4:00pm. Board Vice President Mitchell Harrell opened the meeting up at 4:00p.m. Board Member Michael Bradford made a motion to accept the agenda with additions of Old Clinton High Building, the Old Clinton Middle Building and an update on the Football stadium/field. Board Member Paul Kent seconded the motion. Item 1 on the agenda concerning the use of facilities, a motion was made by Board Member

 

Michael Bradford to send to the full board on tailgating with stipulations, time frame, rules and fees and seconded by Board Member Paul Kent. Items 2 and 3 concerning the Old High and Middle schools, would like to have the building appraised for value and place for bid and sale. It was noted that contact would need to made with the tax assessor and get state and historical guidelines as well. Item 4 status of football field is one month into project and looking a completion date of around December lst STEAM is almost complete. The committee meeting adjourned at 4:34pm. The motion to accept all information from the building committee was made by Board Member Michael Bradord and seconded by Board Member Joyce Kent.

 

The Board received the Finance Committee meeting report from the meeting held on October 3, 2023 at 4:30pm. Board Member Michael Bradford opened the meeting up at 4:36pm and Board Member Paul Kent made a motion to accept the agenda and Board - Member Clayton Elkins seconded the motion. Board Member Michael Bradford then turned the floor over to Tommy Lejeune. Mr. Lejeune reviewed sales tax schedules and the 2023 year end with the committee members and also discussed the sales tax stipend to be issued in October to qualifying employees. Board Member Paul Kent made the motion to approve issuing the sales tax stipend and send to the full board and Board Member Clayton Elkins seconded the motion. The committee also discussed approved salary schedule adjustments for state funded stipends and the adoption of the Louisianan Compliance Questionnaire for 2023. The Finance Committee meeting adjourned at 4:50pm with a motion to do so by Board Member Clayton Elkins and seconded by Board Member Paul Kent.

 

Board Member Michael Bradford made the motion to issue the October Sales Tax Stipends and Board Member Paul Kent seconded the motion. Board Member Michael Bradford made a motion to issue the state funded stipend and Board Vice President Mitch Harrell seconded the motion. Board member Michael Bradford made the motion to adopt the Louisiana Compliance Questionnaire and Board Vice President Mitch Harrell seconded the motion. All motions passed with no opposition.

 

The Board received and reviewed the written request for use of facilities by Baton Rouge Community College Upward Bound to use East Feliciana High large and regular classrooms for student workshops and tutoring on October 16, 2023 and November 27, 2023 from 3:15pm until 5:15pm. Further requested all fees be waived. The motion was made by Board Member Michael Bradford to accept use of facilities. Board Member Joyce Kent seconded the motion. Motion passed with no opposition.

 

The Board received and reviewed the written request for use of facilities by Baker Junior Buffs Organization to use East Feliciana Middle school's football field, concession stand, parking lot, restrooms, press box, and clock on October 28th & 29th, 2023 from 9:00am until 5:00pm for little league football playoffs. Further requested all fees be waived. The motion was made by Board Member Michael Bradford to accept use of facilities. Board Member Clayton Elkins seconded the motion. Motion passed with no opposition.

 

Adjournment

President Terrell moved to adjourn and a motion made by Board Member Michael Bradford and second by Board Member J. D. Dantzler. The October 3, 2023 Regular Board meeting ended at 5:34 p.m.
