MINUTES OF THE REGULAR MEETING

OF THE EAST FELICIANA PARISH SCHOOL BOARD

HELD December 5, 2023

The East Feliciana Parish School Board (EFPSB) met for a regular session at the EFPSB office at 12732 Silliman Street, Clinton, Louisiana 70722 on Tuesday, December 5, 2023 at 5:00 p.m.

Keisha L. Netterville, Superintendent of the EFPSB, called the meeting to order at 5:00p.m. Prayer led by Board Vice President Mitch Harrell and pledge said in unison. The attendance status of board members was as follows:

Agenda Approved

Board Member Michael Bradford made a motion to approve the agenda and Board Member Joyce Kent seconded the motion. The motion to approve the agenda of the December 5, 2023 Regular Board Meeting passed with no opposition

Minutes Approved

Board Member Michael Bradford moved to approve the minutes of the November 7, 2023 Regular Board Meeting and Board Member Joyce Kent seconded the motion. The motion to approve the minutes passed with no opposition.

Special Recognitions

Presentations were made for employee of the month from Slaughter Elementary and for students of the month from all schools for December 2023.

Mr. Scott Yarbrough gave an update on the Solar Farm Project.

Communications/Reports

A moment of silence was taken for expressions of sympathy.

Sales Tax Collection Report

The Sales Tax Collection Report was presented and received by the board.

Superintendent's Report

The board received the Superintendent's Report as follows:

Personnel Report was presented to the board (for information only).

The Superintendent presented to the board the School and District Performance Highlights.

New Business

The Board received the Finance Committee report from the meeting that was held on December 5, 2023 starting at 4:32 pm., Board Member Paul Kent made the motion to approve the agenda and it was seconded by Board Member Clayton Elkins. Chairperson Michael Bradford turned it over to Tommy Lejeune to go over the agenda items as listed:

A.    Review dedicated Tax Schedules

B.    Review and discuss Ad Valorem Tax Stipend

C.    Review and discuss 2023 ad valorem tax assessment.

D.     

The motion was made by Board Member Paul Kent and seconded by Board Member Clayton Elkins to send Item B to the full board for final approval for payment in December 2023. Items A and C were for review only. The motion to adjourn the meeting was made by Board Member Paul Kent and seconded by Board Member Clayton Elkins and the meeting adjourned at 4:49pm.

The motion was made during the full board meeting by Board Member Michael Bradford and seconded by Board Member Peidera Sims-Matthews to pay out the Ad Valorem Stipend. The Motion passed with no opposition.

The Board received a request of ratification from Superintendent Netterville using her discretion on behalf of the East Feliciana Parish School Board donations received from Samuel D'Aquilla in the amount of $100.00, from Primary Care Clinic in the amount of $250.00 and from Feliciana Supermarket in the amount of $150.00 designated to the Physical Education Department at Jackson Elementary. The motion to accept was made by Board Member Michael Bradford and seconded by Board Member Joyce Kent. The motion passed with no opposition.

The board received for information purposes only the LSBA 86^th annual convention will be held March 10-12, 2024 in Baton Rouge, LA.

The board received a written request for out of state travel by a group of ten East Feliciana High School Talent Search Students and one faculty member to attend the 2024 Talent Search College Awareness/Cultural Enrichment Tour in Atlanta, GA from February 22-24, 2024. The motion to accept was made by Board Vice President Mitch Harrell and seconded by Board Member Joyce Kent. The motion passed with no opposition.

The board received and adopted the School Board Member Training Resolution. The motion was made by Board Vice President Mitch Harrell and seconded by Board Member Joyce Kent. The motion passed with no opposition.

Adjournment

President Terrell moved to adjourn and a motion made by Board Member Michael Bradford and second by Board Member J.D. Dantzler. The December 5, 2023 Regular Board meeting ended at 5:49 p.m.
